Councilmember Morales called the meeting to order at 6:00 p.m.

1. Approval of April 12, 2023 minutes
Councilmember Beaton moved to approve the
April 12, 2023 committee minutes. Motion
seconded by Councilmember Hudson. Motion
carried 6-0.
Public Works
2. Program Coordination Division Project Updates
a. The Stokely Tower Foundation Caps: The project bid, with an engineer’s
estimate of $60,000, has been advertised and closes tomorrow, May
11th. The project will ensure the stability of the tower.
The Park Street Stormwater Pump station is over eighty years old and in
need of renovations. Staff is working with an on-call consultant, HDR
Engineering, on the scope of work and budget. The goal is to have thirty-
percent plans completed this year and final plans by the end of 2024.
The city will have an estimate on construction costs by the end of this
year.

b. Skagit Highlands Detention Pond Monitoring: The Skagit Highlands
detention pond is being monitored by Associated Earth Sciences, Inc. for
slope movement. The deep inclinometer which was installed last year has
shown no signs of slope movement. The cracks appear to be from
surface soil movement. This summer when the ground dries out a
smaller inclinometer will be installed on the side slope to determine the
depth of movement.
c. Ecology Stormwater Capacity Grant Amendment No. 1: The Department
of Ecology and the City have amended the Stormwater Capacity grant
agreement to add $25,000 dollars to the amount the city receives for the
Municipal Stormwater Permit implementation. The total amount the city
will receive in the 2021-23 grant cycle is $75,000 dollars.
d. Municipal Stormwater Permit Support Contract: Staff is drafting a
professional services agreement with Brown and Caldwell Engineering on
a two-year municipal stormwater permit implantation program. The
agreement would be effective from June 2023 through April 2025. Once
completed the agreement will be presented at a future Council meeting.
3. Project Updates
a. Project Updates
2023 Curb Ramp Program: The 2023 Curb Ramp Program is well
under way. Ramps on E Division and N 18th Street are nearly
completed and the work on Anderson Road is next in the schedule.
Hoag/LaVenture Signal: The utility relocation effort associated with
the Hoag/Laventure Signal Project has been completed and the City
Contractor, Excavation West will begin work on May 15th.
Paving Program: The paving program will begin in July or August.
b. Eaglemont Bridge/Culvert Repair: This structure has begun to shift over
the last two years and the City intends to hire the structural team at
TranTech Engineering to investigate causes and develop repair solutions
this summer.
c. 2024-2029 Six Year TIP: Mr. Bullock gave a brief introduction to the
2024-2029 Six-year Transportation Improvement Program scheduled for
adoption by July.
4. Public Works Director Updates
Mr. Phillips provided a presentation on the Transportation Benefit District and
how the revenue has been utilized between 2017 through 2022.
Library
5. Library Update
a. Mr. Huffman provided highlights on the Mount Vernon Library Commons
construction and fundraising progress.
b. Library Updates: Mr. Huffman shared general library updates on adult
programming, 3D printing, and new children’s offerings
