Public Works and Library Committee Minutes June 14, 2023 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 6:00 p.m. Present Mayor Boudreau Councilmembers: Beaton, Brocksmith, Carias, Hudson, Hulst, Molenaar, and Morales Staff: Public Works Director Phillips, Capital Programs Manager Bullock, Capital Programs Manager Chesterfield, Finance Director Volesky, Library Director Huffman, City Attorney Rogerson, Special Project Manager Donovan, City Clerk Jensen, and Code Enforcement Officer Marker Citizens:. 1 1. Approval of May 10, 2023 minutes Councilmember Beaton moved to approve the May 10, 2023 committee minutes. Motion seconded by Councilmember Carias. Motion carried 7-0. Public Works 2. Program Coordination Division Project Updates a. Project Updates • The Stokely Tower Foundation Caps: Four bids were received on May 11th; ScoCon LLC submitted the low bid of $39,000. • Park Street Pump Station: Staff is working on scope of work and budget with HDR Engineering. The design will require a budget amendment in the amount of $111,000. b. Skagit Fisheries Enhancement Group & WWTP Planting: The City is working in cooperation with Skagit Fisheries Enhancement Group to plant trees and shrubs between the Skagit River and the Wastewater Treatment Plant. 3. Project Updates Public Works and Library Committee June 14, 2023 Page 2 of 2 a. Project Updates  Curb Ramp Program: Division Street, North 18th Street , and Anderson installation are complete. Work on 6th and Lawrence Streets are expected to be completed by the end of June.  Paving Program: Paving has begun on East Division Street from the Waugh Road roundabout to the City Limits.  Hoag/LaVenture Signal Status: The project has begun and is expected to be completed by the end of July. b. Eaglemont SEW Culvert Design Feasibility Study: Staff will bring forth a contract with TranTech Engineering LLC to investigate and propose solutions for the repair of the culvert. c. 2024-2029 Six Year TIP: Staff is requesting a Public Hearing date of June 28, 2023 for the adoption 2024-2029 Six-Year TIP d. The Division Street bridge was discussed. Staff will invite a WSDOT representative to discuss at a future committee meeting. Library 5. Library Update a. Mr. Huffman provided highlights on the Mount Vernon Library Commons construction fundraising progress and provided answers to common questions. b. General Library Updates: Mr. Huffman shared general library updates on summer reading, veteran services, science education, and some new collection items. Governor’s visit, social service focus, veteran’s services. Other activities include Adult Lego Club, live cooking demo, and ghost hunting kit. 6. Miscellaneous/For the good of the order • Best Western College Way Opportunity: Mayor Boudreau provided information about the Best Western College Way building and recommends not moving forward. • Proclamation discussion – Council directed staff to decline the request. • Mayor Boudreau will attend the AWC Conference next week. • Mayor Boudreau and Council discussed having a workshop to review the TIP.
