Finance & Parks and Enrichment Services Committee Minutes July 26, 2023 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 pm Present Mayor Boudreau Councilmembers: Beaton, Brocksmith, Carías, Hudson, Hulst, Morales Staff Present: Finance Director Volesky, City Attorney Rogerson, Parks and Enrichment Services Director Berner, Special Project Manager Donovan, and IS Director Thomas Citizens 0 1. Approval of June 28, 2023 Minutes Councilmember Beaton to approve the June 28, 2023 committee minutes. Motion seconded by Councilmember Carías Motion carried 6-0. 2. Parks and Enrichment Services  Silver Arrow Bowmen Club Agreement: Staff is reviewing agreement options including improvements, maintenance, and in-kind services  Special Event Audit Review: Processes and procedures were reviewed. Applications are being updated to include language about insurance responsibilities, political or religious activity and events co-sponsored by the City. Staff is preparing code revisions  Parks Projects Updates: ° Staff conducted a playground audit. ° Hillcrest Lodge is undergoing renovations including sound system, structural poles, windows, doors, light, furnace, and ducting. ° The City has received Skagit PUD funding for renovations of Hillcrest and Edgewater Park playfields. The new water line on 13th Street has been installed. ° Staff is working with Police to replace the Kiosk at the Kulshan Neighborhood Station. ° Baseball Tournament taking place at Sherman Anderson field ° Summer Special Event support: 4th of July, Youth Arts Festival, Highland Games, Farmers Market, Valley Made Market, and Brew Festival. Finance & Parks and Enrichment Services July 26, 2023 Page 2 of 2  Summer Programming: ° Free youth programs are Supervised Playground and Rec on the Go. ° Nature Programs are Nature Camp, Ask a Naturalist, and Explore Outdoors. 3. Finance  2024 Budget Calendar: The 2024 Budget Calendar was reviewed; the budget could be approved as early as November 8th.  Library Commons Update: Updated funding, budget, and expense information was provided.  Sales and TBD Tax Update: Sales and TBD Tax collections were reported. 4.
