Public Safety Committee Minutes August 2, 2023 Police Court Campus, 1805 Continental Place Councilmember Hulst called the meeting to order at 6:00 pm Present Mayor Boudreau Councilmembers: Beaton, Brocksmith, Carías, Hudson, Hulst, Molenaar, and Morales Staff: Police Chief Cammock, Fire Chief Brice, Assistant Fire Chief Harris, Special Projects Manager Donovan, City Attorney Rogerson, Finance Director Volesky Citizens: 0 1. Approval of June 7, 2023 Minutes Councilmember Beaton moved to approve the June 7, 2023 committee minutes. Motion seconded by Councilmember Hudson. Motion carried 7-0. 2. Chicken Ordinance Discussion: Police, Development Services, and Legal Department staff have drafted an ordinance to regulate chickens at a single-family residence within the city limits. The ordinance will limit the number of chickens allowed and include coop requirements. The ordinance is currently being reviewed by the Department of Commerce and will be reviewed by the Planning Commission for recommendation prior to being presented to Council for approval. 3. 4th of July Recap: Chiefs Cammock and Brice provided a recap of response calls for the days leading up to and on July 4th. Chief Cammock reviewed the operational priority of calls. Police and Fire staff provided public education through signage, one-one one education, heat maps, and communication with the tribal communities. Councilmember Beaton suggests a complete ban of fireworks in the City. Public Safety Committee August 2, 2023 Page 2 of 2 4. Fire Apparatus Purchase and Station 2 Bid Update:  Chief Brice requested and received approval to order an ambulance to enable the City to purchase at current costs. Due to current supply chain issues the vehicle will be delivered in early 2026; payment is due on delivery. Council also authorized staff to place an order for a new fire engine.  The City received nine bids for the Fire Station 2 Remodel ranging from $5.8M to $8.5M. The project will be funded with the remaining bond balance and through the ER&R Fund. 5. For the Good of the Order  The City has executed a Possession and Use Agreement with Edward Berger Properties, LLC to purchase Parcel 54145 for the Library Commons Project.  Staff is drafting an ordinance regarding camping on public land that will be presented to council at a future committee meeting.  Mayor Boudreau provided an update of the Regional Rail Transportation Project.
