Public Works and Library Committee Minutes August 9, 2023 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 6:00 p.m. Present Councilmembers: Beaton, Brocksmith, Carias, Hudson, Hulst, and Molenaar Staff: Public Works Director Phillips, Capital Programs Manager Bullock, Finance Director Volesky, Library Director Huffman, City Clerk Jensen, IS Director Thomas, Fire Chief Brice, and Assistant Fire Chief Harris Citizens:. 2 1. Approval of July 12, 2023 minutes Councilmember Beaton moved to approve the July 12, 2023 committee minutes. Motion seconded by Councilmember Hulst. Motion carried 6-0. Public Works 2. Program Coordination Division Project Updates a. Project Updates • Stokely Tower Foundation Update: The project is substantially complete as of August 1st and remained within budget. This completes work on the tower until funding becomes available for painting. • Lions Park Levee: The Army Corp of Engineers and Dike District 3 began repairs on the levee at the south end of Lions Park on August 7th. The work is expected to last for two to three weeks. The riverwalk will be closed and Freeway Drive will have traffic control in place as needed while the work is ongoing. b. Skagit Highlands Detention Pond Update: A inclinometer and water monitoring well was installed on the slope of the Skagit Highlands pond to monitor groundwater and soil movement. Public Works and Library Committee August 9, 2023 Page 2 of 2 c. Brown and Caldwell, Inc. Agreement: Staff is requesting approval of a contract with Brown and Caldwell for the National Pollution Discharge Elimination System Stormwater Permit implementation at tonight’s Council meeting. 3. Project Updates a. Project Updates  2023 Curb Ramp Program – substantially complete  2023 Paving Program – substantially complete  Hoag/LaVenture Signal - Will be complete late August to early September. b. August 23 Council items will include:  Award WWTP Shop Project  Award ADA Transition Plan Development Library 5. Library Update a. Library Commons Construction Update: The second deck has been poured and the third deck build has begun. Next steps are elevators then interior. b. Library Foundation Update: Fundraising, grants, and donation updates were provided. c. Library Updates: Summer programs include summer reading, ice cream story time, parks pop-ups. Other current activities are outreach efforts, 3D printing, teen and adult programs, and veteran service appointments. 6. Miscellaneous/For the good of the order  Downtown trash issues, potholes on College Way, upgrades to the current Library building, and the chicken ordinance were briefly discussed.  Meeting adjourned at 6:48 p.m. Submitted by: Becky Jensen City Clerk
