PUBLIC SAFETY COMMITTEE MEETING OCTOBER 4, 2023 Attendees: Council Members: Chair Person Mark Hulst, Melissa Beaton, Richard Brocksmith, Iris Carias, Mary Hudson, Gary Molenaar, Juan Morales City Representatives: Mayor Jill Boudreau, Special Projects Manager Peter Donovan, Police Chief Chris Cammock, Fire Chief Bryan Brice, Finance Director Doug Volesky, City Attorney Kevin Richardson, Lieutenant Mikel Moore, Assistant Fire Chief Bryan Harris, Lieutenant David Shackleton, Sergeant Ben Green, IOS Supervisor Erin von Fempe • Called to Order: 6:00 PM • Order of Business: o Motions to approve meeting minutes from September 6, 2023. o 1st Councilmember Beaton, 2nd Councilmember Molenaar o Minutes adopted. • Camping Ordinance proposal was presented to the council. o Police Chief Cammock introduced the presentation.  There are safety concerns for high traffic areas that aren’t designed for camping.  Residential areas have different safety concerns, but may also have things in place that might deter camping. o City Attorney Kevin Rogerson explained the Martin vs Boise decision where the 9th Circuit Court decided that the Boise ordinance violated the 8th Amendment when no alternative shelter was available.  All states within the 9th Circuit must follow the ruling. o Special Projects Manager Peter Donovan shared some examples of citizen concerns he has heard. o Council asked the City Attorney to draft an ordinance to be submitted for them to take a look at. They will then make a decision if they want to move forward in pursuing a city ordinance on camping. • 2024 Budget Revenue Estimates – Finance Director Doug Volesky o Budget timeline calendar was presented. o Financial Monthly Report through September was shown. o Revenue projection is higher than the original estimates. • Library Commons Updates – Mayor Jill Boudreau o Highlights presented to the council.  The top of the building has been poured and the Department Heads toured it. Council members are welcome to tour the site as well.  The large crane will be gone by the end of October. A smaller one will take its place.  The precast stairs will be installed soon. o Notified council that there will be a proposal of a part time position for project management. • CDBG Funding Updates – Special Projects Manager Peter Donovan o An amendment has been proposed for four of the past action plans where funding hasn’t been spent or to make sure there is no violation in spending. o The amendment will be posted on 10/10 for public comment. • For the Good of the Order o Fireworks discussion will be in November. o Request for a city council proclamation for pro bono legal work week.  Mayor declines, City Council declines o CIP presentation will be done when they open for public hearing. • Meeting Adjourned: 7:48 PM
