Development Services Committee Minutes October 18, 2023 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 p.m. Present Mayor Boudreau Councilmembers: Beaton, Brocksmith (arrived after vote on the minutes), Hudson, Hulst, Molenaar, and Morales Staff Present: Development Services Director Pratschner, Permit Technician Freiberger, Special Projects Manager Donovan, City Attorney Kevin Rogerson Citizens: 2 1. Approval of August 16, 2023 minutes The minutes were missing information on which councilmembers voted to approve the July 19, 2023 minutes. Councilmember Morales moved to table approval of the August 16, 2023 minutes until the missing information could be obtained. Motion seconded by Councilmember Molenaar. Motion carried 6-0. 2. Informational Item: Parking Space Requirements for New Single- Family Homes (Pratschner) Director Pratschner gave an overview of the parking space requirements for new single-family home developments in the City’s residential zones, including the history of legislation leading up to the current code requirements. A policy discussion about parking minimums will take place as part of the work to complete the periodic update to the City’s Comprehensive Plan (2024 through 2025). 3. Request for City Council guidance: scope of the proposed municipal code amendments to eliminate the Design Review Board (Pratschner) Mount Vernon City Council August 16, 2023 Page 2 of 3 Director Pratschner gave an overview of the Design Review Board regulatory background. The proposed design review process would eliminate the Design Review Board, and include a community conference hosted by the applicant with public notice. A report of the results of the meeting will be submitted by the applicant when they make application to the city for permits Council would like to see this move forward, so Pratschner will develop redlines to bring back to them for their review. 4. Department Updates:  2023 Docket – Ms. Pratschner gave an overview of the proposed docket. • Status of amendments – the Shoreline Master Program targeted update is still being reviewed by the Dept. of Ecology. The Waterfront Subarea Plan is something staff is looking for guidance from Council as to what this will look like. Land Use/Building/Code Amendments continue, with proposed sign code and a wireless update to comply with federal regulations forthcoming. Council to take a look at the Hovee study that BERK is doing. Council requested a copy of BERK’s scope of work. • Prioritization – may need a temporary resolution passed for the wireless code to be in compliance with changes to federal regulations.  Developer and Director meetings • Parking, density, affordable housing, and permit numbers reporting – Director Pratschner has been meeting with the development community on these issues to get their perspective and what their needs are. Based on their input, Council may want to consider changes to performance standards in the Code. 5. 2024 Budget Discussion (Volesky) Mr. Volesky gave an overview of the preliminary budget, which is broken down into discretionary and non-discretionary items. He handed out budget binders and did a quick overview of important items. Will discuss budget by department in more detail at coming meetings. Mayor Budreau talked about Vital Conditions for Health and Well- Mount Vernon City Council August 16, 2023 Page 3 of 3 being and how the city is meeting them with various projects. The committee asked staff to look into the possibility of using 1590 Funds for Oasis. Also, if using banked capacity, what will that look like in 10 years? Would like to look into the possibility of keeping levy rate the same and see if that helps preserve some staff positions.
