Public Safety Committee Minutes November 1, 2023 Police Court Campus, 1805 Continental Place Councilmember Hulst called the meeting to order at 6:00 pm Present Mayor Boudreau Councilmembers: Beaton, Brocksmith, Carías, Hudson, Hulst, Molenaar, and Morales Staff: Police Chief Cammock, Fire Chief Brice, Assistant Fire Chief Harris, Special Projects Manager Donovan, City Attorney Rogerson, Finance Director Volesky, Parks and Enrichment Services Director Berner, IS Director Thomas, Human Resources Director Keator, Fire Marshall Kerth, Public Works Director Phillips, Library Director Huffman, Lieutenant Moore, Lieutenant Shackleton, Lieutenant Green, Outreach Supervisor Von Fempe, Code Enforcement Officer Marker, Production Supervisor Galindo Citizens: 1 1. Approval of October 4, 2023 Minutes Councilmember Beaton moved to approve the October 4, 2023 committee minutes. Motion seconded by Councilmember Hudson. Motion carried 5-0. 2. Fireworks Discussion: Chief Cammock lead a discussion and review of fireworks. Council engaged in a lengthy discussion about fireworks discharge, fines, enforcement, court action, citizen education, and including a sunset clause in the draft ordinance. There will be continued discussions with a goal of making a final decision by year end. 3. Camping Ordinance: Mr. Rogerson discussed the draft ordinance and shelter available and other requirements. A discussion about shelter Public Safety Committee November 1, 2023 Page 2 of 2 requirements and restrictions, transportation, fines, enforcement, court processes and property followed. The majority of Council is in favor of moving forward with the proposed ordinance. 4. Julota Agreement: Mr. Moore presented an overview of the information sharing software Julota. The software is funded by Skagit County and allows information sharing between healthcare, EMS, law enforcement, behavioral health, social services, and other organizations. 5. North Star Interlocal Leadership Agreement: Mr. Rogerson reviewed an interlocal agreement with Skagit County and the Cities of Anacortes, Burlington, Mount Vernon, and Sedro-Woolley establishing the North Star Leadership Team of Skagit County for the study of housing, homelessness, and behavioral health. 6. 2024 Budget Discussion: Mr. Volesky reviewed the budget calendar. Parks and Enrichment Services and Information Systems Directors discussed their department budgets. Mr. Volesky reviewed Lodging Tax Funding requests and the recommendations of the Lodging Tax Advisory Committee. ARPA, Special Revenue, Capital Projects, the REET I reserve policy, and TIFIA funding were discussed. 7. Miscellaneous/For the Good of the Order  Next week’s committee will include 2024 Budget, Fireworks Ordinance, and Camping Ordinance.  The 2024 Budget public hearing is scheduled for November 15th.
