Public Works and Library Committee Minutes November 8, 2023 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 6:00 p.m. Present Mayor Boudreau Councilmembers: Beaton, Brocksmith, Carias, Hudson, Hulst, and Molenaar Staff: Public Works Director Phillips, Finance Director Volesky, City Attorney Rogerson, Library Director Huffman, IS Director Thomas, Fire Chief Brice, Assistant Fire Chief Harris, Special Projects Manager Donovan, Parks and Enrichment Services Director Berner, Human Resources Director Keator, Development Services Director Pratschner, City Clerk Jensen, Finance Manager Kinney, Lieutenant Moore, Lieutenant Shackleton, Lieutenant Green, and Outreach Supervisor Von Fempe, Citizens: 1 1. Approval of September 13, 2023 and October 11, 2023 minutes Councilmember Morales moved to approve the September 13, 2023 and October 11, 2023 committee minutes. Motion seconded by Councilmember Hudson. Motion carried 7-0. 2. Fireworks Ordinance Discussion – Mr. Rogerson review corrections, effective date, possible sunset date of three years, and addition of sky lanterns. Council discussed the proposed ordinance. Councilmember Beaton moved to recommend placing the fireworks ordinance on the next regular city council meeting for consideration. Motion seconded by Councilmember Hudson. Motion carried 7-0. Public Works and Library Committee November 8, 2023 Page 2 of 2 3. Camping Ordinance Discussion –Mr. Rogerson reviewed changes to draft, including the definition of available shelter, provision of transportation by the city. He also addressed regulation of parking in city owned parking lots shelter regulations and restrictions. Council engaged in a lengthy discussion about the ordinance and its enforcement including law enforcement and court options. 4. 2024 Budget Discussion: Mr. Volesky addressed updates to the budget based on previous discussions. Expense adjustments include modifications to the Parks Capital, Affordable Housing Sales and Use Tax, Tourism Promotion, and General Funds. Five positions that were previously removed were included, and one new position was added. Revenue adjustments, reserve and fund balance policies were also discussed. 5.
