Councilmember Beaton called the meeting to order at 5:30 p.m.

1. Approval of August 16, 2023 and October 18, 2023 minutes
Councilmember Molenaar moved to approve
the August 16, 2023 and October 18, 2023
committee minutes. Motion seconded by
Councilmember Hudson. Motion carried 7-0.
2. Processing Development Regulation Text Amendments: Ms. Pratschner
outlined the process for the review and adoption of development regulations,
and the annual docket.
3. Department Updates
a. 2023 Docket Upcoming Planning Commission Public Hearings were
discussed.
b. Director and Development Meetings, Pre-application findings and
communications: Ms. Pratschner relayed her discussions with
developers and reviewed the pre-application process and
requirements.

4. 2024 Budget Discussion: Mr. Volesky reviewed the final property tax
assessment received from Skagit County, and the proposed 2024 levy.
Budget updates include additional funding for security for Municipal Court,
and a proposed change in the Affordable Housing Fund for Oasis Teen Shelter
funding. Council discussed Community Court, Municipal Court security, and
affordable housing sales and use tax. Mr. Volesky reviewed 1590 history, and
1406 affordable supportive housing.
Mr. Volesky reviewed a resolution that designates REET I Excise Tax funds
for repayment of financing for the Mount Vernon Library Commons Project.
The resolution and two ordinances approving the property tax levy and the
2024 budget will be presented for approval at tonight's council meeting.
5. August Housing Memo Discussion: Mayor Boudreau discussed a memo
presented to Council in August about using 1590 Sales and Use Tax funds for
housing related services. Continued discussions on public/private sector
partnerships, review of potential projects, policy, and other topics will take
place in the near future.
6. Miscellaneous/For the good of the order: The City will be hosting training for
elected officials December 9th.
