Public Safety Committee Minutes December 6, 2023 Police Court Campus, 1805 Continental Place Councilmember Hulst called the meeting to order at 6:00 pm Present Mayor Boudreau Councilmembers: Beaton, Carías, Hudson, Hulst, Molenaar, and Morales Staff: Police Chief Cammock, Special Projects Manager Donovan, City Attorney Rogerson, Finance Director Volesky, Public Works Director Phillips, Library Director Huffman, and Development Services Director Pratschner Citizens: 4 1. Approval of November 1, 2023 Minutes Councilmember Morales moved to approve the November 1, 2023 committee minutes. Motion seconded by Councilmember Molenaar. Motion carried 6-0. 2. Comprehensive Plan Schedule Update: Ms. Pratschner discussed the Comprehensive Plan purpose, elements, and regulations. She reviewed the proposed schedule from late 2023 to mid-2025. 3. Mount Vernon Library Commons Update: Adam Johnson from OAC provided a construction status update and upcoming timelines. Sourcing challenges that have caused some delays. Substantial completion is scheduled for April 12, 2024 with final completion set for May 12, 2024. Julie Blazek from HKP Architects discussed sustainability, solar array efficiency, and the overall energy budget. She discussed carbon reduction in concrete the concrete. Mayor Boudreau provided an update of the Buy America waiver application process, requirements, and challenges. Mr. Volesky provided a funding Public Safety Committee November 1, 2023 Page 2 of 2 and cash flow overview as well as a TIFIA update. Mayor Boudreau discussed alternates and the contingency budget. Consultant Jennifer Pitner and Library Director Huffman discussed fundraising efforts and goals. 4. Miscellaneous/For the Good of the Order: None The meeting recessed at 7:00 p.m. The meeting reconvened at 8:00 p.m. Mayor Boudreau reviewed the 2024 workplan, highlighting electric vehicle policies, operations planning, monitoring funding opportunities, moving into the facility, and the ribbon cutting ceremony.
