Public Works and Library Committee Minutes December 13, 2023 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 6:00 p.m. Present Councilmembers: Beaton, Brocksmith, Carias, Hudson, Hulst, Molenaar, and Morales Staff: Public Works Director Phillips, Capital Programs Manager Bullock, Engineering Manager Chesterfield, Finance Director Volesky, Special Projects Manager Donovan, Library Director Huffman, City Clerk Jensen, IS Director Thomas, City Attorney Rogerson, Development Services Director Pratschner, and Parks and Enrichment Services Director Berner Citizens:. 2 1. Approval of November 8, 2023 minutes Councilmember Morales moved to approve the November 8, 2023 committee minutes. Motion seconded by Councilmember Hudson. Motion carried 7-0. 2. Program Coordination Division Project Updates  Park Street Pump Station: The Park Street Stormwater Pump Station preliminary design is ongoing. The site survey and geotechnical exploration has been completed. HDR Engineering is currently analyzing the pump station capacity. The preliminary design work is within budget and on schedule for completion in March 2024.  The City is currently working with the Skagit Fisheries Enhancement Group on the Hickox Road Culvert Replacement Project. The project received a grant of $192,000 for design costs from the Brian Abbott Fish Barrier Removal Board. The City is preparing a Request for Qualifications for consultants to design the culvert. Public Works and Library Committee December 13, 2023 Page 2 of 2 3. Project Updates  Hoag LaVenture Signal Completion – The project is complete. Signal has been operational since October 6, 2023. The final project cost is $1.4M  LaVenture Road Widening grant: The City was awarded a $1.2 TIB grant for the Laventure Road Widening project. This project will: rehabilitate pavement, add new bike lanes, new sidewalks, and ADA retrofits on the westside, update the stormwater system, and update utility locations. Project will complete design in 2024, and construction in 2025. 4. Public Works Director Updates  Snow and Ice Removal Update: The Snow and Ice Removal Program was reviewed. Educational flyers will be sent to residents with their Jan 2024 utility bill.  Sidewalk Replacement Program: A comprehensive overview of the Sidewalk Program that included Sidewalk Replacement Program, ADA Transition Plan, and Safe Routes to School Program.  WWTP Comprehensive Plan: A comprehensive update on the process and estimated completion date was provided.  CSO: A comprehensive overview and estimated completion date was provided.  Sewer and Stormwater Active Modeling: A comprehensive overview and the goal for an “active” sewer model like the city’s traffic model was provided. 5. 2023 Budget Amendment: Mr. Volesky provided an update on end of year budget amendments. 6. Miscellaneous/For the good of the order  Mr. Rogerson discussed a possible tax deduction relating to energy efficiency that is available to HKP architects for the Library Commons Project.  Mayor Boudreau stated that there is a need for an executive session at tonight’s regular council meeting.  Councilmember Brocksmith would like to discuss the designs presented at the Riverside Drive open house at an upcoming at next Public Works committee meeting.
