Public Works and Library Committee Minutes January 10, 2024 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carias, Hudson, Molenaar, Tercero, Vander Stoep Staff: Public Works Director Phillips, Capital Programs Manager Bullock, Library Director Huffman, City Attorney Rogerson, Development Services Director Pratschner, Fire Chief Brice, Finance Director Volesky, IT Director Thomas, Human Resources Director Keator, Parks and Enrichment Berner, and City Clerk Jensen Citizens:. 1 1. Approval of December 13, 2023 minutes Councilmember Beaton moved to approve the December 13, 2023 committee minutes. Motion seconded by Councilmember Hudson. Motion carried 7-0. Public Works 2. Public Works Director Updates  Snow and Ice Removal Update: Director Phillips provided an overview of the Public Works Website for the new Council Members regarding Snow and Ice removal.  Riverside Drive Project Update: Mr. Phillips and City Engineer Bullock provided an overview of the projects primary goals and objectives; project funding strategy; planning considerations that included: Mount Vernon Comprehensive Plan Transportation Element, concentrating on Figures 3.6 A and B – Existing and Planned Bicycle Facilities; Vehicular, Bicycle and Pedestrian facility options; Current Road configuration and constraints related to Principal Arterial Streets; and Public Works and Library Committee January 10, 2024 Page 2 of 2 Planning Factors – capacity, lane size, street width, accident rates, operating speeds, ROW, traffic counts and parking considerations. Mr. Phillips discussed the November 16, 2023 Community Open House and provided detailed general themes and comments. Next Open House is a Business Roundtable scheduled for March 21, 2024 from 2- 3 p.m. at the Police Court Campus.  Wells Nursery Update – Mr. Phillips provided an overview of MVMC Chapter 13.35 and provided background information on City Stormwater staff and other Public Works staff engagement.
