Finance & Parks and Enrichment Services Committee Minutes January 24, 2024 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 pm Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carías (6:01 pm) Hudson, Molenaar, Tercero, and Vander Stoep (6:03 pm) Staff Present: Finance Director Volesky, City Attorney Rogerson, Parks and Enrichment Services Director Berner, City Clerk Jensen Citizens 1 1. Approval of October 25, 2023 Minutes Councilmember Tercero moved to approve the October 25, 2023 committee minutes. Motion seconded by Councilmember Molenaar. Motion carried 5-0. 2. Parks and Enrichment Services a. PROS Plan approval Timeline: Reviewed the need for a Parks, Recreation, and Open Space Plan  Provides 6-year guide or managing Parks and Enrichment Services Department  State certified making the City eligible for State RCO grants Reviewed the steps that have gone into building the plan  Assessment & inventory of all parks, trails, and open space property  Updated City’s demographics  Community Engagement – surveys, focus groups, open house workshop  Capital project review  Implementation and funding strategies  Plan review and approval Timeline  January – RCO reviewed draft plan and all required elements are covered in the proposed plan  February – Public Hearing at Planning Commission Finance & Parks and Enrichment Services January 24, 2024 Page 2 of 2  March - Public Hearing at City Council & send to Recreation and Conservation Office at the State for final approval b. Park Deferred Maintenance Grant Update: Parks received a $99,300 Deferred Maintenance Grant through the Washington State Recreation and Conservation Office c. Edgewater Park Fields Update: The Parks crew is installing an irrigated soccer field at Hillcrest Park and a renovated multipurpose (soccer and baseball) field at Edgewater Park The Hillcrest field will be open for the public use later this summer and work on the Edgewater Field will begin this summer. d. Illuminight Event: The event is at 5pm January 26th at the Riverwalk Plaza. Booths and entertainment begin at 5pm and the Walk begins at 6pm e. Recreation Update:  Summer program planning is underway  New – Birdwatchers Club, Touch A Truck Event and Hillcrest Park 100 Year Anniversary Celebration  Returning – Outdoor Nature Camps and Programming, Supervised Playground, and Rec on the Go programs 3. Finance a. 2022 Financial Audit: An overview of the State Auditor’s Office audit process, types of audits, and draft information regarding the outcome of the 2022 audit was presented. A tentative exit conference with the SAO is scheduled for January 30th. b. Mount Vernon Library Commons Financial Update: Provided an updated spreadsheet with the committed revenue sources as of this date. The City received a $12.5M grant from the Federal Community Charging Program spearheaded by Representative Rick Larsen. Mr. Volesky discussed some of the decisions that now need to be made regarding the amount of the TIFIA loan, overall project costs, and city used revenue sources. An update on the TIFIA loan was provided. A draft report on the 2023 sales tax revenues was presented. As of the end of December, the City received $9,994,929. This represents a 4% increase over the 2022 amount and was almost $800K over the 2023 budgeted amount. 4. Miscellaneous - none The meeting adjourned at 6:59 pm. Submitted by: Becky Jensen
