Councilmember Beaton called the meeting to order at 6:00 pm

1. Approval of December 6, 2023 Minutes
Councilmember Hudson moved to approve the
December 6, 2023 committee minutes. Motion
seconded by Councilmember Carias. Motion
carried 5-0.
2. Police
Police Chief Salary and Recruitment: Ms. Keator discussed salary
market mid-points compared to the City’s current salary schedule
mid-point for the position of Police Chief. Based on current
information she recommends moving the position from Range 40 to
Range 42 on the non-represented salary schedule. A deferred
compensation match of 3% was discussed. The recruitment process
is continuing.
Police Department Update
Chief Cammock reported on the state of the department during
chief recruitment process. He provided an update of current major
investigations, including a juvenile runaway, a SMART assist in
Snohomish County, and two fire incidents. He is building a planning
framework for 2024, and an onboarding plan for the new chief.

Hiring: The department recently hired a Community Service Officer
and four Police Officers who are in various stages of training. In the
hiring process are a Records Specialist and an Outreach Specialist,
Programming: The 30th Citizens Academy begins tomorrow. There
are five new members of the Citizens on Proactive Patrol and four
more in training. The department is working with 911 testing Live
911, a new technology tool allowing staff to view and listen to 911
calls in real time.
Year-end Integrated Outreach Services OS statistics were briefly
reviewed.
The department was able to replace a child’s stolen bicycle with gift
cards from Shop With a Hero.
Councilmember Brocksmith requested an update of department
activity as a result of the recent adoption of the camping ordinance
and legislative changes to the drug possession law at the next
meeting.
3. Fire
Station 2 Update: Work completed to date was reviewed, including
site/building evaluation, demolition, footings for the addition, and
the concrete pad. Next steps: framing, underground work,
electrical, plumbing, mechanical. Project issues – electrical capacity,
soil condition, mold in bathrooms, shower pan issues, stormwater
detention pond, 911 fiber re-route. Security fencing was added.
EMS Levy: Levy renews every 6 years, Skagit county approved
resolution for the April ballot, $.47 per 1000, 1.6M per year from
levy.
Operations Update: Stats of call types, medical majority of calls,
then other fire alarms, hazmat, etc. were reviewed. Quality of
service information was discussed. Staffing vacancies were
reviewed.
The Washington Survey Rating Bureau will be conducting a review.
4. Miscellaneous:
Mayor Donovan provided an update of the AWC session he is
attending.
Discussion regarding the sale of the Casa Grande apartment
building.
Mayor Donovan will request an update from New Earth Recovery
Center regarding transitional housing.
Councilmember Beaton requested an IT Department update at a
future committee meeting.
