Public Works and Library Committee Minutes February 14, 2024 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Beaton, Carias, Hudson, Molenaar, Tercero, Vander Stoep Staff: Public Works Director Phillips, Capital Programs Manager Bullock, Engineering Manager, Library Director Huffman, City Attorney Rogerson, Development Services Director Pratschner, Fire Chief Brice, Finance Director Volesky, IT Director Thomas, Human Resources Director Keator, Parks and Enrichment Berner Citizens:. 1 1. Approval of January 10, 2024 minutes Councilmember Hudson moved to approve the January 10, 2024 committee minutes. Motion seconded by Councilmember Tercero. Motion carried 6-0. Library 2. Mr. Hoffman provided updates on the following: Mount Vernon Library Commons (MVLC) construction, MVLC utilization strategy and capital campaign, recently hired staff, and a variety of Community Engagement and Program efforts. Public Works 3. Program Coordination Division  Skagit Highlands Pond Slope Monitoring: Mr. Chesterfield provided an overview of the Skagit Highlands slope monitoring. The geotechnical report indicates that the slope movement does not present an imminent threat to the pond or stability of the slope. The recommendation is to continue monitoring and for the installation of a Public Works and Library Committee February 14, 2024 Page 2 of 2 deeper monitoring well later this summer.  Washington Conservation Corp Work: The Washington Conservation Corp (WCC) performed work on detention ponds from January 22nd to February 1st. The WCC worked on some of the more labor-intensive ponds on South Laventure and Eaglemont Beaver Pond Drive North. Overall vegetation maintenance in city owned detention ponds has been reduced due to limited WCC time and Streets Division staffing. There have been some increased efficiencies using tools such as remote-controlled mowers.  Dish Site Lease Agreement: This is a new telecommunications ground lease agreement with Dish Wireless located at the Fire Station 2 communication tower compound. The agreement is for 20 years in the amount of $24,000 annually. This agreement is scheduled to be presented for City Council approval on February 28th. 6. Project Updates  Public Works will be bringing forth four on-call contracts for Council approval, these services include: survey, materials testing, electrical, and concrete construction services.  Staff will also request approval of a contract with David Evans and Associates for the design of the Carpenter Creek/Hickox Road Culvert Replacement project.  Always Active Services, LLC has completed the 2023 Curb Ramp Project.  Recent Public Works Trust Fund Awards: Combined Sewer Separation Feasibility Study in the amount of $750,000 and 2025 Sewer Comprehensive Plan in the amount of $650,000 7. Public Works Director Updates  Mr. Phillips reviewed the Waste Management Contract and emergent weather services. Waste Management staff will attend the April 10, 2024 Public Works Committee meeting. 8. Miscellaneous  Mayor Donovan and Council discussed how they would like to address City Proclamation requests from organizations and individuals. It was agreed to maintain the current policy.
