Finance & Parks and Enrichment Services Committee Minutes February 28, 2024 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 pm Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carías Hudson, Tercero, and Vander Stoep Staff Present: Finance Director Volesky, City Attorney Rogerson, Parks and Enrichment Services Director Berner, Special Projects Manager Sexton, Development Services Director Pratschner, Library Director Huffman, City Clerk Jensen Citizens 3 1. Approval of January 24, 2024 Minutes Councilmember Beaton moved to approve the January 24, 2024 committee minutes. Motion seconded by Councilmember Carias. Motion carried 6-0. 2. Parks and Enrichment Services PROS Plan Update: Director Berner provided an overview on the need for a Parks, Recreation, and Open Space Plan, the process the project followed, the approval timeline, and some plan updates from the Planning Commission meeting. Director Berner highlighted the different sections of the PROS Plan Tom Beckwith from Beckwith Consulting Group presented the survey results from the Priorities Survey. 618 surveys were completed with equal representation from 3 Wards. High Priorities from those surveyed include:  Playgrounds and Play Areas within a 5-minute walk to residences  Development of On and Off-Road Non-motorized Trails to provide connections to parks, schools, and other community connections  Recreation programs for elementary age youth, teens, and families ranked highest  An interest in exploring waterfront access Finance & Parks and Enrichment Services February 28, 2024 Page 2 of 2  The Planning Commission has continued the Public Hearing and will have a special meeting on March 7 to continue review and possible approval of the plan with some edits.  There will be a public hearing and request for approval of the PROS Plan on March 27th. 3.
