1. Approval of February 7, 2023 Minutes
Councilmember Tercero moved to approve the
December 6, 2023 committee minutes. Motion
seconded by Councilmember Carías. Motion
carried 6-0.
2. Police
Hiring: Mr. Moore reviewed current staffing levels, recruitment goals
and qualifications, the hiring and training processes, hiring bonuses
and incentives.
Vehicle Sale: Mr. Moore explained why the department vehicle
previously used by the K-9 officer is being sold to the Arlington
Police Department.
3. Fire
Washington Surveying and Rating Bureau (WSRB) Rating Update:
The WSRB will be onsite March 13th to complete the Fire Department
review and rating. The rating is used by insurance companies and
affects fire insurance rates for citizens. They will evaluate items
such as dispatch, fire prevention activities, fire code and
enforcement, water pressure, apparatus, staffing, and training. The

ratings range from 1 to 10; the department’s most recent rating
was a 4.
4. Information Technology
Department Update: Ms. Thomas provided an overview of
Information Technology Department. The department consists of
the Information Services, Network Operations, Community Media,
and Fiber divisions. Current projects, values, community
partnerships, and infrastructure were discussed.
Topics suggestions for future meeting: cameras, drones, managing
expenses for hardware and software, records management, and
fiber.
5. Administration
1590 Request for Proposals (RFP) Discussion: Mr. Sexton led a
discussion about the RFP for 1590 sales tax funds for affordable
housing. Budget, fund balance, and allowable spending were
reviewed. Outreach strategies and timelines for application
submittals, the review process, and financial requirements were
debated. An Affordable Housing Committee will be formed to review
applications and make recommendations. Type, size and location of
projects, as well as evaluation and scoring criteria were discussed.
The targeted date to award funds is October 31, 2024. Council will
contact Mr. Sexton by then end of next week with any additional
questions or concerns.
Community Development Block Grant (CDBG) Annual Action Plan
Discussion: Mayor Donovan reviewed the process for CDBG funding
and the action plan. The categories for funding include
administration, public services, and public facilities. The applications
were discussed and recommendation were made for the draft action
plan.
