Public Works and Library Committee Minutes March 13, 2024 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carias, Hudson, Molenaar, Tercero, Vander Stoep Staff: Public Works Director Phillips, Capital Programs Manager Bullock, Engineering Manager Chesterfield, Library Director Huffman, City Attorney Rogerson, Development Services Director Pratschner, Finance Director Volesky Project Development Manager Sexton, and City Clerk Jensen Citizens:. 5 1. Approval of February 14, 2024 minutes Councilmember Hudson moved to approve the February 14, 2024 committee minutes. Motion seconded by Councilmember Beaton. Motion carried 7-0. Library 2. Library Updates a. Mr. Hoffman provided updates on the following: Mount Vernon Library Commons (MVLC) construction, funding advocacy, and programs/classes. The Library has a new electric vehicle and charger which will be used for outreach services. Public Works 3. Program Coordination Division a. Stormwater Management Program: Damon Diessner of Brown and Caldwell gave a presentation on the City’s draft 2024 Stormwater Management Program (SWMP); the draft SWMP can be found on the City’s website for further review. The City remains in compliance with Public Works and Library Committee March 13, 2024 Page 2 of 2 the municipal stormwater permit. Comments regarding the program need to be submitted to Public Works by March 22, 2024. 4. Project Updates a. Project Updates/Contract Awards.  LaVenture Road Widening Design Contract –Transpo Group will perform the design of the Laventure Road Widening Project (from Sigmar Lane to Hoag Road)  Blackburn Road Extension Design Contract – David Evans and Associates will complete the design for the project  Riverside Drive Improvements 1 & 2: Business Open House will take place March 21st 2-3 pm. The design is 60% complete.  30th Street Improvements: US Fish and Wildlife has provided a “No Effect” determination, The design is expected to be 60% complete by June.  2024 Paving and Curb Ramp Program: The project will consist of rehabilitating the following streets: Martin Road from College Way to McLaughlin, Kincaid Street, 2nd Street, 3rd Street, and Broad Street in the vicinity of the new Library Commons project. 5. Public Works Director Updates a. Cartegraph/OpenGov Update  Phase I complete: General Facilities, Stormwater and Operations.  Phase II begins next week; this will be a 6-to-7-month process and include WWTP, Fleet Management, Flood Management, 811 integration, and Parks b. Sidewalk Replacement Program Update  March finalizing participant list  April on-call contractor Pre-Construction Meeting  Completion – weather dependent c. Electronic Vehicle Program and Infrastructure Update  Two EV’s onboarded  EV Charger Infrastructure site review with PSE/DOE grant program manager 6. Miscellaneous a. Councilmember Beaton requested an update of the College Way Paving Project from Department of Transportation. b. Councilmember Brocksmith requested a Riverside Drive Improvements 1 & 2 design review discussion. The meeting adjourned at 6:58 pm. Submitted by: Becky Jensen, City Clerk
