Councilmember Beaton called the meeting to order at 6:00 pm
Present

1. Approval of March 6, 2023 Minutes
Councilmember Tercero moved to approve the
March 6, 2023 committee minutes. Motion
seconded by Councilmember Carias. Motion
carried 5-0.
2. Fire
Fire Protection Systems Compliance Software: Mr. Kerth discussed
the cloud-based software for tracking inspections, testing and
maintenance of fire protection systems that is used by the Fire
Department, inspection companies and property owners and
managers.
Chief Brice provided an update of the Fire Station 2 construction
project. Delays in the Station 3 project necessitate an amendment
to the project management contract KBA, Inc. in the amount of
$349,000. Time extension, scope of work update $349k. Funding
and contract management options were discussed.
3. Police
Graffiti Response Program/Graffiti App: Mr. Shackleton discussed
the process for dealing with graffiti including investigation, clean up
and prevention. Sergeant Cohen spoke about the COPP graffiti

abatement team, partnering with local businesses and schools, and
the graffiti app being used to track and report graffiti. Prevention
measures include environmental design, decorative fencing,
landscaping, mural projects.
4. Legal
Public Records Policy Update: Mr. Rogerson discussed an update to
Public Records Policy fee schedule to include body worn camera fees
and payment processing for all fees.
5. Miscellaneous:
Mr. Rogerson discussed a proposed ordinance that will be presented
for approval on April 10th, The Municipal Code updates will reflect
the existence of the Mayor’s authority regarding enforcement and
prosecution of the city’s ordinances, including those by the Parking
Enforcement Officer.
Mayor Donovan extended an invitation from the Mount Vernon
School District for Council to participate in the Cinco de Mayo
parade.
Council discussed room and table set up for committee meetings
and the process for requesting and placing items on committee
agendas.
The meeting adjourned at 7:32 pm.
