Councilmember Molenaar called the meeting to order at 6:00 p.m.

1. Approval of March 13, 2024 minutes
Councilmember Brocksmith moved to approve
the March 13, 2024 committee minutes as
amended. Motion seconded by Councilmember
Hudson. Motion carried 6-0.
2. Waste Management Presentation: Waste Management Senior Manager Robin
Freedman discussed services provided and customer service.
Library
3. Library Updates
a. General Updates: Mr. Huffman provided a Library Commons Project
timeline and construction update as well as updates of services,
Library Giving Day, programming, and outreach efforts.
Public Works
4. Program Coordination Division
a. SR9 Gravel Pit Update: The gravel pit has been leased to Skagit
Aggregates beginning in 2015; the reclamation process will begin next
year.

b. Skagit Fisheries Enhancement Group Sub-Award Agreement: David
Evans and Associates is currently working on the 30% design for the
Carpenter Creek/Hickox Road Fish Passage Improvement Project. The
proposed Sub-Award Agreement with the Skagit Fisheries
Enhancement Group will allow the city to pay for most of the design
work with a Washington State, Recreation and Conservation Office Fish
Barrier Removal Board grant.
c. Fish Barriers and Prioritization Map: Staff provided an update on the
status of the City’s seven fish barrier culverts. Two of those culverts
are currently in the design process. In recent years the city has made
progress by the removal or improvement of several fish barrier
culverts.
d. The 2023 Stormwater Municipal Permit Annual Report was submitted
on March 29th. Later this year Ecology will respond to the report by
indicating if they consider it complete.
5. Public Works Director Updates
a. Projects – Updates were provided for the LaVenture Road Widening,
Blackburn Extension, Riverside 1 & 2, 30th Street Improvements,
Culver and Fish Passage, Park Street Pump Station, 2024 Paving and
Curb Ramp, and various upcoming and ongoing projects.
b. Cartegraph/OpenGov Update – A software update was provided.
c. Sidewalk Replacement Program Update: Sidewalk replacement
schedules for April, May, and June were reviewed.
d. General Facilities - Updates of the following projects were provided:
