Finance & Parks and Enrichment Services Committee Minutes April 24, 2024 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 pm Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Hudson, Molenaar, and Vander Stoep Staff Present: Finance Director Volesky, City Attorney Rogerson, Parks and Enrichment Services Director Berner, Special Projects Manager Sexton, IT Director Thomas, Development Services Director Pratschner, Capital Projects Manager Bullock, and City Clerk Jensen Citizens 3 1. Approval of March 27, 2024 Minutes Councilmember Brocksmith moved to approve the March 27, 2024 committee minutes. Motion seconded by Councilmember Beaton. Motion carried 5-0. 2. Parks and Enrichment Services  Library Commons Project – Transformer Wrap Art Selection: The theme of the project is Sprouting Knowledge; art by Cheryl Wheeler was selected by the Arts Committee. RCO Deferred Maintenance Grant Update: Completed projects are swing arm gates at Bakerview and Hillcrest Parks, and metal roofs for the gazebo and a small shelter at Hillcrest Park.  Earth Day Celebration highlights were presented.  PROS Plan Update: The PROS Plan has received state approval 3. Development Services  Department Monthly Report: Permit activity, March revenues, Staffing updates, and regional coordination updates were presented.  Review of Planning and Land Use Fees: Council and staff reviewed a comparison worksheet of planning, land use and impact fees. The Finance & Parks and Enrichment Services April 24, 2024 Page 2 of 2 buffer buy-down program was also discussed.  Accessory Dwelling Unit Parking Requirements: The required public hearing following the emergency ordinance will take place on May 8th. Council and staff discussed non-conforming dwellings and parking requirements. 4. Agenda Requests for Future Committee Meetings  Compare impact fees with other cities and discuss timing to review fees.  Buffer buy-down program discussion 5. Miscellaneous  Mr. Bullock announced that he is leaving the City to take a position with the City of Sedro-Woolley. The meeting adjourned at 6:59 pm. Submitted by: Becky Jensen
