Public Works and Library Committee Minutes May 8, 2024 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Brocksmith, Carias, Hudson, Tercero, Vander Stoep Staff: Public Works Director Phillips (via Zoom), Engineering Manager Chesterfield, Finance Director Volesky, Library Director Huffman, Project Development Manager Sexton, IT Director Thomas, Development Services Director Pratschner, Fire Chief Brice, Assistant Fire Chief Harris, and City Clerk Jensen Citizens: 4 1. Approval of April 10, 2024 minutes Councilmember Hudon moved to approve the April 10, 2024 committee minutes as amended. Motion seconded by Councilmember Tercero. Motion carried 6-0. 2. Riverside Road Project Update and Discussion: Diane Sheesley from TranTech provided a comprehensive project overview that included the following deliberate planning factors: WA State law, WSDOT Design Standards, Mount Vernon Comprehensive Plan Transportation Element guidance, funding sources, 6-Year Transportation Improvement Plan, and resident/business owner Open House comments/concerns. She also provided grant conditions and requirements. Discussion/questions: Ms. Sheesley, agency representatives, and Council discussed tree and safety requirements, bicycle routes, business and environmental impacts, and grant funds requirements. Public Works and Library Committee May 8, 2024 Page 2 of 2 Library 3.
