Public Works and Library Committee Minutes June 12, 2024 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 5:30 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carias, Hudson, Tercero (5:41 p.m.) Molenaar, and Vander Stoep Staff: Public Works Director Phillips, Finance Director Volesky, Library Director Huffman, Project Development Manager Sexton, Project Manager Boudreau, City Attorney Rogerson, Development Services Director, Engineering Manager Chesterfield, Development Services Pratschner, Police Chief Cammock, Police Chief Christman and City Clerk Jensen Citizens: 16 1. Approval of May 8, 2024 minutes Councilmember Brocksmith moved to approve the May 8, 2024 committee minutes. Motion seconded by Councilmember Carias. Motion carried 6-0. Public Works 2. Mount Vernon Library Commons Financial Update and Discussion: Ms. Boudreau provided financial and construction updates, reviewed the draft parking and security policies, and discussed the grand opening celebration. Points of discussion included:  City received a 12.5M Charging & Fueling Infrastructure Grant  Substantial completion is scheduled for August 13th and final completion is scheduled for September 17th  Change orders will be presented to Council monthly  Parking structure floor heights, proposed hours of operation  Security cameras, gates, emergency call button, intercom, lighting, Public Works and Library Committee June 12, 2024 Page 2 of 2 parking enforcement, public safety response, partnerships, private security SR536 Bridge Preventative Maintenance and Complete Streets Project: Washington Department of Transportation Assistant Regional Administrator Chris Damitio and Transportation Planner Elizabeth Sjostrom, discussed the current condition of the Skagit River Bridge and the upcoming painting project that will be completed in 2025. Assistant Project Engineer James Magnusson reviewed timeline and traffic control plans and space needs for the painting project. New bridge design options were presented; ten options are considered infeasible; another eight considerations were found to be infeasible or provide minimal change. There was a lengthy conversation about the need to accommodate pedestrian and bicycle traffic, the limitations of the bridge, various options, as well as funding restrictions. WSDOT will continue conversations with the City and Skagit Council of Governments. 3. Agenda Requests  none 4.
