Development Services Committee Minutes June 20, 2024 Police Court Campus, 1805 Continental Place Councilmember Brocksmith called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Brocksmith, Carias, Hudson, Molenaar, Tercero and Vander Stoep Staff: Finance Director Volesky, Special Projects Manager Sexton, Development Services Director Pratschner, Permit Technician Danielle Freiberger Citizens: 2 1. Approval of May 15, 2024 committee minutes Councilmember Molenaar moved to approve the May 15, 2024 committee minutes as amended. Motion seconded by Councilmember Hudson. Motion carried 6-0. 2. Development Services Monthly Report Ms. Pratschner said that there’s been an uptick in permits from last month. GIS is helping provide data to Parks for a grant for the new skate park. The Skagit Council of Governments Steering Committee is currently reviewing the County-Wide Planning Policy (CWPP) redlines. Work continues on housing allocations for the Comprehensive Plan update. Proposals were submitted to the Northstar Housing Committee Leadership team. House Bill 6015 makes garages no longer required for development. Up to six parking spaces can be gravel and parking spot width has been reduced to 8 feet. The Bill does not impact the number of parking spaces required by the MVMC. These new regulations will enable some development that wasn’t possible before. There was discussion on the proposed draft code redlines. Development Services Committee June 20, 2024 Page 2 of 2 Council requested to have public works vet the separated sidewalk from drive- lane, as well as have staff look into possibly doing an interim ordinance and combining the legislative process for these code amendments with the ADU amendments. 3. Review of Buffer Buy-Down Projects Ms. Pratschner said that there have been 5 projects since January of 2021 that took advantage of the managed ecosystem alternative program. They range from public to private, commercial to residential. The City’s consultant Dr. Lee is researching a cost comparison to privately managed programs. Staff to look into current impacts of homelessness on critical areas. 4. Agenda Requests None. 5. Miscellaneous Joint City Council/Planning Commission meeting tentatively scheduled for July 31 to discuss Comprehensive Plan work schedule with City’s consultant Otak.
