Finance & Parks and Enrichment Services Committee Minutes June 26, 2024 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 pm Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carias Hudson, Molenaar, and Vander Stoep Staff Present: Finance Director Volesky, City Attorney Rogerson, Parks and Enrichment Services Director Berner, Special Projects Manager Sexton, Human Resources Director Keator, Library Director Huffman, and City Clerk Jensen Citizens 3 1. Approval of May 22, 2024 Minutes Councilmember Vander Stoep moved to approve the May 22, 2024, committee minutes. Motion seconded by Councilmember Carias. Motion carried 7-0. 2. Finance  Library Commons Project Financial Update: The City has received its first TIFIA loan reimbursement of 15M; the total loan amount is $26.8M. The City has paid out approximately 47M of the 54.7M budget. The agreement for the CFI grant is in process.  20254 Budget Amendment: Mr. Volesky presented amendments to the 2024 budget. The amendments include $714,413 to the General Fund, $556,000 to the Wastewater Utility Fund, and 2M to the American Rescue Plan Act. The Ordinance will be present for approval at tonight’s regular City Council Meeting.  American Rescue Act Funding (ARPA) Fund Discussion: A financial update was provided on the status of the ARPA funding. All funds must be obligated by December 31st, 2024, and expended by December 31, 2026. A financial spending plan that was developed with staff input for allocating the $2M that is being transferred back from the Library Commons Fund for Council consideration. Parks and Enrichment Services  Status of Hillcrest Park Multi-Use Athletic Field: The Hillcrest Park Multi-Use field was hydro-seeded and will be ready for use in late summer or early fall.  Draft Hillcrest Park Inclusive Playground: A community group has provided feedback on a concept for the playground, a playground consultant has been selected, and a proposed playground design has been provided to the group. The proposed playground was presented.  Parks System Playground Update: Many of the parks system playgrounds are at the end or nearing the end of their lifecycle, so the department is beginning to develop a plan for replacement.  Volunteer Opportunities: Volunteer opportunities in Parks include Pitch in for Park, Adopt a Trail or Park, Become a Volunteer Naturalist, and events. Staff is working on an Adopt a Street program.  Recreation Program and Events: Summer programming includes a variety of sports and outdoor nature camps. Free community events coming up this summer are July 4th Fireworks, Touch A Truck, Youth Arts Festiva, and National Night Out. 4. Library  MVLC Policies: The library is working towards the goals of economic development and cost recovery with the new facility. Trial guidelines for kitchen and conference spaces were reviewed. 5. Agenda Requests  Continue discussions with WSDOT regarding the SR536 bridge  Councilmember Brocksmith requests a follow-up parking discussion at an upcoming Development Services Committee. 6.
