Councilmember Molenaar called the meeting to order at 6:00 p.m.
Present

Staff: Public Works Director Phillips, Finance Director Volesky,
Capital Programs Manager Reinart, City Attorney Rogerson,
Capital Projects Manager Chesterfield, Solid Waste Manager
Hanson , Library Director Huffman, and City Clerk Jensen

1. Approval of June 12, 2024 minutes
Councilmember Hudson moved to approve the
June 12, 2024, committee minutes. Motion
seconded by Councilmember Tercero. Motion
carried 7-0.
Public Works
2. Solid Waste Rate Study Update: Due to increased administrative costs and
Skagit County disposal fees, a Solid Waste Collection Rate Study was
conducted by Bell & Associates. Chris Bell presented the results of the study
that support an increase in solid waste disposal fees. Council, staff, and the
consultant engaged in a conversation about the fees, calculations, etc.
The discussion continued at 8:15 p.m.
Council, staff and consultant engaged in a discussion about the proposed rate
for the various service levels, fund deficit, reserves, and the truck port. The
majority of Council voiced acceptance of the proposal.

3. 2025-2030 Transportation Improvement Program (TIP) Discussion: Mr.
Reinart discussed the transportation element of the Comprehensive Plan, the
process of planning. Proposed changes to the draft 2025-2030 TIP were
presented and follow-up information to questions that were asked during the
June preliminary introduction was provided.
The meeting recessed at 6:59 p.m.
The meeting reconvened at 7:27 p.m.
West side bridge feasibility study, objectives, costs, funding, and whether to
remove it from the 2025-2030 TIP were discussed. The Blackburn Road
extension project, funding, and road maintenance were also considered.
Mr. Reinart outlined next steps for the TIP.
