Development Services Committee Minutes July 17, 2024 Police Court Campus, 1805 Continental Place Councilmember Tercero called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith (6:04), Hudson, Molenaar, and Tercero Staff: City Attorney Rogerson, Special Projects Manager Sexton, Development Services Director Pratschner, City Clerk Jensen Citizens: 2 1. Approval of June 20, 2024 committee minutes Councilmember Hudson moved to approve the June 20, 2024 committee minutes as amended. Motion seconded by Councilmember Molenaar. Motion carried 4-0. 2. Development Services Monthly Report  Update of projects: Weeping Willows, The Loft, Mikes Pizza, Skagit County Courthouse, Skagit Valley Larder, and Pure Skin and Wellness.  Revenue update: A brief update was provided. 3. Residential Parking Code Amendments: Redline code amendments were reviewed as well as options for moving forward. It was the consensus of Council to move forward with an emergency ordinance adopting interim regulations on August 14th, then work through issues during the comprehensive plan update. 4. Urban Avenue and College Way Development Proposal: The department has received a request to rezone the property from C-1 to Multi-family residential. Council will discuss with Legal in an upcoming executive session. 5. Follow-Up Items a. SB6015 - Mr. Rogerson reviewed the following related to SB6015:  Summary of SSB 6015 regarding garages, carports, and parking Development Services Committee July 17, 2024 Page 2 of 2  Pre-existing gravel parking regulations, dimensions, and off-street parking, parking materials  Inconsistencies in text observations, practical implications  Growth Management Act framework  Next steps: Comply with enforcement mandate, Development Services Department to evaluate current code, amend code for compliance, and address local concerns and impacts b. JJ Place Sidewalk: Staff and Council discussed an issue with an existing sidewalk. 6. HB1590 Update: The prefunding meetings are complete. Five applications have been received; four for projects, and one for services. Applications are open until August 3rd. 17M in funding is expected. Mr. Sexton will bring a request for approval of the committee sectors before Council July 24th. Mayor Donovan asked Council to reconsider city limits restriction. 7. Agenda Requests  none 8. Miscellaneous  Councilmember Brocksmith spoke about an interaction with a local realtor regarding a project on property located east of Heritage Bank.  Councilmember Hudson addressed an email sent to Council regarding quiet zones.  Councilmember Tercero requested clarification asked about a legal issue.
