Finance & Parks and Enrichment Services Committee Minutes July 24, 2024 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 pm Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Molenaar, and Tercero Staff Present: Finance Director Volesky, City Attorney Rogerson, Parks and Enrichment Services Director Berner, Special Projects Manager Sexton, Public Works Director Phillips, Development Services Director Pratschner, IT Director Thomas, Fire Chief Brice, Assistant Fire Chief Harris, and Police Chief Christman Citizens 0 1. Approval of June 26, 2024 Minutes Councilmember Molenaar moved to approve the June 26, 2024, committee minutes. Motion seconded by Councilmember Tercero. Motion carried 4-0. 2. Parks and Enrichment Services  Community Events: A recap of the Fabulous 4th of July and Touch a Truck events was provided. The Youth Arts Festival takes place July 27th and National Night Out is August 6th .  Parks Mapping Project: Staff are working with GIS to develop park maps that can be viewed online for the larger more popular parks, Little Mountain, Kiwanis, Edgewater, Bakerview, and Hillcrest Park. The next step is building an interactive site with trail information.  Bakerview Restroom Fire: The restroom had a fire on July 5th making the facility unusable. Portable toilets and a hand washing station are on site. Staff are soliciting quotes for fire and water restoration and reconstruction work. Finance & Parks and Enrichment Services July 24, 2024 Page 2 of 2 3. Finance  ARPA Funding: An update was presented on the funding status of the American Rescue Plan Act Fund (ARPA). As of the end of 2023, the City has spent about $5.6M of the $9M that received. There will be about $2M remaining that the City must spend or obligate by the end of 2024. A spending plan was presented to Council and a discussion proceeded on options for Council to consider of how to spend these remaining funds. 4. Agenda Requests  none 5.
