Public Works and Library Committee Minutes August 14, 2024 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carias, Hudson, Tercero, Molenaar, and Vander Stoep Staff: City Attorney Rogerson, Finance Director Volesky, Capital Programs Manager Reinart, Surface Water Utility Manager Chesterfield, Solid Waste Manager Hanson, Library Director Huffman, Special Projects Manager Sexton, Development Services Director Pratschner, Police Chief Christman, and City Clerk Jensen Citizens: 1 1. Approval of July 10, 2024 minutes Councilmember Tercero moved to approve the July 10, 2024, committee minutes. Motion seconded by Councilmember Beaton. Motion passed 7-0. Library 2. Library Updates  An update of the Library Commons construction project was provided. The new facility will be open to the public on October 7th.  Recent program highlights were provided, including Birds of Prey, Touch a Truck, Summer Reading, Storytime in the Park, and Shibori.  Staff recently attended the PNW Library Conference.  Outreach events were briefly reviewed. Public Works 3. Program Coordination Division a. Skagit Highland Detention Pond Monitoring: The monitoring began in July with ground water well drilling. Monitoring will continue for a year. Public Works and Library Committee August 14, 2024 Page 2 of 2 b. Municipal Phase II Stormwater Permit Reissuance: A new Department of Ecology permit went into effect August 1, 2024. New requirements include increased street sweeping, tree canopy policies, stormwater management action planning, mapping, and identification of overburdened communities. c. Cedar Heights Conveyance Channel Repair: An erosion control project on the south end of the Cedar Heights conveyance channel was recently completed. 4. Project Updates/Contract Awards a. Riverside Drive 1 & 2: The City’s Engineering consultant has been acquired by David Evans & Associates. This change creates a variety of complications for the project that staff is addressing. b. LaVenture Road Sidewalk: Thirty percent design is completed and is on schedule for Spring 2025 bid advertisement. c. 2024 ADA Corrections and Overlay Projects: The ADA ramp construction is substantially complete with overlay work scheduled to begin in September. d. Combined Sewer Separation Feasibility Study: In the process of defining goals. e. ADA Transition Plan ROW Restart: City staff have begun meeting with Skagit Transit. 5. Solid Waste Rate Study: Council and staff continued discussions of the 2024- 2028 rate study. Other: Solid Waste staff attended the Touch a Truck event, an interactive solid waste map is ready to go live next week, and staff is working on translating Solid Waste brochure to Spanish. 6. Agenda Requests  Councilmember Hudson requested a discussion of overlay zone for existing manufactured homes, assessment of workload. 7. Miscellaneous  Mr. Reinart responded to questions about the street overlay program and pavement evaluation.  Councilmember Brocksmith requested a minor edit to the community comments section of the July 24th council meeting minutes.  There was a brief discussion about sidewalk inventory, sidewalk repair and sidewalk gap projects.
