Development Services Committee Minutes August 21, 2024 Police Court Campus, 1805 Continental Place Councilmember Brocksmith called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carías, Hudson, Molenaar, Tercero, and Vander Stoep Staff: Development Services Director Pratschner, GIS Specialist Lubek, GIS Administrator Rivas, and City Clerk Jensen Citizens: 3 1. Approval of July 17, 2024 committee minutes Councilmember Tercero moved to approve the July 17, 2024 committee minutes as amended. Motion seconded by Councilmember Carías. Motion carried 7-0. 2. Development Services Monthly Report  Staffing updates: Permit Technician, Building Inspector II, and Associate Planner positions are currently vacant.  Revenues are down 21% compared to 2023.  Commerce Climate Action Plan update  Eaglemont Club House and Loft project updates provided.  Comprehensive Plan timeline was reviewed.  Upcoming dates for the draft Public Participation Plan, Technical Advisory Committee, Latinx advisory Committee, and NorthStar were provided. 3. Permanent Adoption of Interim Regulations for ADUs and Parking Discussion: Ms. Pratschner explained the process for making the interim regulations permanent. 4. GIS Team Presentation: GIS staff Alison Lubeck and Cynthia Rivas were introduced to Council. Ms. Rivas provided GIS project updates. Development Services Committee August 21, 2024 Page 2 of 2 a. Cartegraph: This software provides support for public works for maintenance needs including cost benefit ratio for road maintenance. b. Graffiti Tracking: Ms. Lubek developed an application for Police to use to track and abate graffiti. c. Pre-Incident Planning: Assist the Fire Department with pre-incident planning by providing locations of sprinklers, valve controls, hydrants, etc. d. Solid Waste Map – An online map is available to allow residents to search by address to identify their solid waste pick up day. The information is available in English and Spanish. 5. Draft County Wide Planning Policies (CPP) Discussion: Ms. Pratschner reviewed the regulatory background and process for creating the CPP. City Comprehensive Plans must be consistent with the CPP and the scope of updates is to be consistent with HB1220 and BH1181. The Planning Commission and a committee consisting of Development Services Directors will make recommendations to Skagit County. Council and staff discussed various topics including road expansion, zoning, infrastructure planning, buildable land analysis, climate change analysis, displacement policies, regional strategies, and steering committee input. 6. City Council Retreat Planning: After a lengthy discussion Council and staff made a decision to hold a series of committee meetings rather than an all- day retreat. The first meeting will be a joint meeting with the Planning Commission on September 18th beginning at 5 p.m. 7. Agenda Requests – none 8. Miscellaneous  Mayor Donovan has received notice that a group of citizens may request Council consider rent control.  There was a brief discussion about the Eaglemont club house renovation and potential sale of the property.
