Public Safety Committee Minutes September 4, 2024 Police Court Campus, 1805 Continental Place Councilmember Beaton called the meeting to order at 5:00 pm Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carías, Hudson, Molenaar, Tercero (5:06 pm), and Vander Stoep Staff: Special Projects Manager Sexton, Fire Chief Brice, Assistant Fire Chief Harris, Police Chief Christman, and City Clerk Jensen Citizens: 16 1. Approval of August 7, 2024 Minutes Councilmember Hudson moved to approve the August 7, 2024 minutes. Motion seconded by Councilmember Molenaar. Motion carried 6-0. 2. Administration The following 1590 Grant applicants presented an overview of their project  Community Action of Skagit County–Housing Development  Skagit Valley YMCA  Salem Lutheran Church  New Earth Recovery  Mount Vernon Manor Annex  Community Action of Skagit County–Community Resource Center  Friendship House Council discussed each project with organization representatives. Council and staff engaged in a lengthy discussion about various funding scenarios. The discussion will continue at the September Public Safety Committee September 4, 2024 Page 2 of 2 11th Public Works and Library Committee meeting. 3. Fire  WSRD Update: Washington Survey and Rating Bureau recently completed an assessment of the Fire Department. Rating categories are response to fires and staffing, training, and fire prevention; the department received a 4 rating.  Fire Marshal Kerth has been appointed to the Washington State Fire Marshall Committee. 4. Committee Agenda Requests  Public Works Committee: Discussion of 1-5 corridor study conducted by Washington State Department of Transportation  Discussion of the City’s role regarding enforcement of homeless individuals occupying private property  IOS Program presentation 5. Miscellaneous:  Chief Christman responded to a question about how Police are trained to interact with individuals with special needs. The meeting adjourned at 8:30 pm.
