Councilmember Molenaar called the meeting to order at 6:00 p.m.

Staff: Finance Director Volesky, Public Works Director Phillips,
Capital Programs Manager Reinart, Surface Water Utility
Manager Chesterfield, Library Director Huffman, and Special
Projects Manager Sexton

1. Approval of August 14, 2024 minutes
Councilmember Brocksmith moved to approve
the August 14, 2024, committee minutes.
Motion seconded by Councilmember Tercero.
Motion passed 6-0.
Administration
2. 1590 Discussion: City Council continued their discussion regarding a variety
of 1590 funding alternatives/methodologies. Additionally, they stated their
desire to fund as many community non-profit organization efforts as
possible. The level of funding and funding distribution will be discussed
further at the next City Council Committee Meeting.
Library
3. Library Updates Library Director provided a Mount Vernon Library Commons
update which included several continuing construction items, 28 Sep 2024
Opening Ceremony and the projected opening to the public. Additionally, he
provided several completed community engagement/outreach program
updates and future engagements.

4. Surface Water Utility
a. Park Street Pump Station Project Design: The Park Street Pump
Station is 90-years old and in need of replacement. The city is nearing
the completion of the 30% design which will be completed by the end
of the year. A project amendment for additional structural and
geotechnical work will be presented to the Council tonight for this
design work.
b. Kulshan Creek Debris Removal: As the rainy season approaches city
staff has been clearing debris out of the Kulshan Creek system. The
city continues to clean and improve low lying drainage areas such as
Kulshan Creek to reduce flooding.
c. This year Flood Awareness Week is scheduled for October 7th through
the 11th and City staff will be in attendance for many of the events.
Flood season preparations are on schedule and have been ongoing
since June.
5. Project Updates
a. 2024 ADA Correction and Overlay Projects
ADA ramp construction substantially complete – Contractor
completing detectable warning surface installation
Overlay work in progress on 15th Street, Martin Road, and
2nd/3rd St around new library building
b. Riverside Drive Improvements (1 & 2)
Obligating additional $ 259,500 in redistributed obligation
authority federal funds secured through SCOG this week
(deadline 9/13)
Once additional funding obligation effort complete, will advertise
for new design preliminary engineering consultant
c. 30 Street Improvements - 1

Obligating additional $ 389,250 in redistributed obligation
authority federal funds secured through SCOG this week
(deadline 9/13)
d. Kulshan Trail Lighting Phase 3
Confirmed award of federal grant funds through SCOG to begin
this project next year. Need to obligate by February 2025.
Change in timing incorporated into the 2025-2030 CIP already;
will bring a 2025-2030 TIP amendment to Council in October to
address change

Public Works Director Phillips provided program updates on the following:

b. City Council approved ARPA Funded Projects
