Development Services Committee Minutes December 18, 2024 Police Court Campus, 1805 Continental Place Councilmember Brocksmith called the meeting to order at 6:01 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carías, Hudson, Molenaar, Tercero Staff: Projects Manager Sexton, City Attorney Rogerson, Development Services Director Pratschner Citizens: 1 1. Approval of October 16, 2024 committee minutes: Councilmember Carias moved to approve the October 16, 2024 minutes. Motion seconded by Councilmember Tercero. Motion carried 6-0. 2. Department Year End Update: Ms. Pratschner shared department priorities, as well as internal, organizational and process updates. Recent code updates were reviewed. An overview of 2025 Department Work and Action Plan and Building permit statistics were presented. 3. SB 5290 Implementation and Timeline: Ms. Pratschner provided a summary of SB 5290, its purpose, and requirements, as well as the department’s planned implementation process. The meeting recessed at 6:58 p.m. The meeting reconvened at 7:20 p.m. 4. Comprehensive Plan Updates – Phase I Tasks: Ms. Pratschner reviewed the proposed timeline for Comprehensive Plan Updates. 5. Miscellaneous Councilmember Brocksmith discussed Skagit County’s review of the redevelopment of fairgrounds property presentation and a summary of projects created by NorthStar Leadership Team; he will forward both documents to Council.
