Public Works and Library Committee Minutes January 8, 2025 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:01 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carias, Molenaar, Tercero, and Vander Stoep Staff: Public Works Director Phillips, Capital Programs Manager Reinart, Library Director Huffman, Special Projects Manager Sexton, City Clerk Jensen Citizens: 0 1. Approval of December 11, 2024 minutes The December 11, 2024, committee minutes were approved as presented. Library 2. Library Updates: a. Construction Update: Work on exterior signs continues and working through the punch list. The small conference room is available for use. b. Story time has resumed and will be offered weekly. c. Youth attendance continues to increase. d. Staff is pursuing a grant for a temporary intern position. e. Outreach efforts continue f. Upcoming Fundraising Event: An Evening with Daniel James Brown, March 8th at 7:30 pm at the Lincoln Theatre. g. Parking garage hours are currently the same as Library hours. Hours will be extended once the building is complete. h. Library Commons building security was discussed. Public Works and Library Committee January 8, 2025 Page 2 of 2 Public Works 3. Surface Water Utility a. New Cingular Wireless PCS Lease Agreement: New Cingular Wireless is replacing the generator and upgrading equipment at the Little Mountain site. Staff is requesting approval of the lease agreement at tonight’s regular Council meeting. b. Park Street Pump Station Update: Staff provided an update on the progress of the pump station design which is 30% complete. 4. Project Updates a. LaVenture Road Sidewalk Project: Design is 90% complete, public notice will occur this month, and right of way acquisition is in process. Bid advertisement is scheduled to take place May and bid award in June. b. 2025 Pavement Preservation Plan Update: Consultant team search will take place this month and a report will be presented to Council this summer. c. Riverside Drive 1 & 2: Two statements of qualification were received from design consultants. Federal requirements are typically at least three. Staff will meet with Washington Department of Transportation (WSDOT) to discuss next steps. d. Kulshan Trail Safety Lighting – Phase 3: Following the approval of the 2025-2030 Washington State Transportation Improvement (STIP) federal grants can be obligated the WSDOT Local Programs. Staff will discuss budgeting for matching funds requirements 5. Agenda Requests - none 6. Miscellaneous  New committee chair updates have been provided to Council. This month’s Parks and Enrichment Committee is moved to January 15th; Development Services will join the Finance Committee on January 22nd.  Public Works web page has been updated with additional community information under the FAQs tab.  Bike lanes were briefly discussed.
