Finance Committee Minutes January 22, 2025 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carias, Molenaar, Tercero, and Vander Stoep (via Zoom) Staff: Finance Director Volesky, City Attorney Rogerson, Special Projects Manager Sexton, Senior Planner Manville-Ailles, City Clerk Jensen Citizens: 2 1. Approval of October 23, 2024 minutes Councilmember Hudson moved to approve the October 23, 2024, committee minutes. Motion seconded by Councilmember Beaton. Motion passed 7-0. 2. Finance Updates: a. 2023 Annual Finance Report: Presentation of the 2023 Financial Statements including the 2023 State Auditor Reports. Three audits were performed by the state auditors including a financial audit, a federal single audit and an accountability audit. The auditors issued an unmodified opinion on the fair presentation of the basic financial statements of the governmental activities, the business-type activities, each major fund and the aggregate remaining fund information in accordance with all accounting principles. All these reports and details are posted on the City’s website. b. 2024 Sales Tax: The City finished the year collecting $10,021,797 in sales tax. This is about $27,000 more collected than in 2023 and over $320,000 over the $9.7 million budget estimate. c. 2025 Budget Amendment: Review of an upcoming 2025 Budget Public Works and Library Committee January 22, 2025 Page 2 of 2 amendment that will be presented for approval next month. The amendment will include adjustments for a federal aid grant that the city received for the design for the Kulshan Trail Safety Lighting 3 project and also the replacement of the Solid Waste Encampment Mitigation vehicle. 3. Development Services a. Downtown and Waterfront Sub area Plan and Planned Action Environmental Act Statement (EIS) Agreement Review: Otak consultant Mandi Roberts review the draft scope of work and budget for the EIS and Planned Action Ordinance for the Downtown and Waterfront Master Plan Area was presented. Council and Mr. Roberts discussed the role of the advisory committee, public participation, streamlining the process, the scope of the project, and funding concerns. 4. Agenda Requests - none 5.
