Development Services Committee Minutes February 12, 2025 Police Court Campus, 1805 Continental Place Councilmember Beaton called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith (via Zoom), Carías, Hudson, Molenaar, Tercero, and Vander Stoep Staff: Projects Manager Sexton, City Attorney Rogerson, Development Services Director Pratschner, Assistant Fire Chief Harris, City Clerk Jensen, IT Director Thomas Citizens: 3 1. Approval of December 18, 2024 committee minutes: Councilmember Hudson moved to approve the December 18, 2024 minutes. Motion seconded by Councilmember Tercero. Motion carried 7-0. 2. Comprehensive Plan Updates a. Ms. Pratschner reviewed proposed changes to the Transpo Group and L.C. Lee & Associates, Inc. agreements which will be presented for approval at tonight’s Regular Council Meeting. Both agreements are funded through a Department of Commerce grant and will comply with HB1181 requirements. Ms. Pratschner provided clarification of the Critical Areas regulations Standard versus Ecosystem Alternative Approach. After discussing the scope of work of the L.C. Lee & Associates agreement, staff will work with the contractor to make additional changes and bring the contract back to Council for approval at a later date. b. The March 1, 2025, Community Meeting will be held at the Library Commons Conference Room from 1 pm to 3:30 pm. Presentations and discussions will include the Comprehensive Plan, missing middle housing, a visioning survey, and an upcoming neighborhood needs workshop. Development Services Committee February 12, 2025 Page 2 of 2 3. Downtown Environmental Impact Statement/Planned Action, Otak Agreement: Ms. Pratschner presented the amended scope of work and budget. The pros and cons of the amendments were discussed. 4. Monthly Permit and Project Report: Ms. Pratschner reviewed permit activity and timelines and provided updates of the 300 W. College Way Hotel remodel and the 324 W. College Way RV Park projects. 5. Agenda Requests Updated scheduled topics: March  Eaglemont PUD and Developers Agreement  Blackburn/Waugh Road utility corridor/road extension  Hidden Lakes Property April  Dike District Presentations  Downtown Sidewalk Café’s – policy outcomes New Requests:  none 6.
