Public Works and Library Committee Minutes February 19, 2025 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Molenaar, and Vander Stoep (6:05) Staff: Public Works Director Phillips, Capital Programs Manager Reinart, Library Director Huffman, Capital Programs Manager Chesterfield, City Clerk Jensen Citizens: 2 1. Approval of January 8, 2025, minutes Councilmember Molenaar moved to approve the January 9, 2025, committee minutes. Motion seconded by Councilmember Beaton. Motion approved 4-0. Library 2. Library Updates: a. Construction Update: New signs installed at entrances, working on final punch list items, parking opening soon. b. Conference Room Update: Revising rates, including after-hours rates, deposits, extra furniture, and booking fees. c. Kitchen Update: Scheduled completion is May. d. Programming/Events: Story time, Hearts and Crafts, Gamefest, D&D, and Illuminight were well attended. March 8th Event: An Evening With Daniel James Brown. e. The Library Foundation purchased a wrap for the staff car. Public Works and Library Committee February 19, 2025 Page 2 of 2 Public Works 3. Surface Water Utility a. Seneca Road Culvert Cleaning Update: Since the November 2021 flood event City staff have been working with FEMA on the debris removal in the Seneca Road culvert and associated channel. Due to the lengthy federal permitting process, it has been very time-consuming. There is currently no debris removal date scheduled. b. Stormwater Parks Discussion: Council and staff discussed how Stormwater Parks fulfill a dual-purpose working to both clean up the water before it enters a stream and as a park amenity for City residents. City staff will look for future stormwater park grant opportunities c. Seattle Public Utilities Floodwall Tour: Staff gave a tour of the floodwall to Seattle Public Utilities (SPU) staff; SPU is considering building a similar structure. The Mount Vernon floodwall is an example for Western Washington of infrastructure that provides flood protection and public recreational space 4. 2026-2031 Transportation Improvement Program (TIP) Update: Mr. Reinart presented an overview of the TIP, including characteristics of the local TIP, funding sources and proposed schedule. 5. Library Commons Contract Amendments: Mr. Phillips discussed the upcoming agreement amendments for OAC Services, Inc., HKP Architects, PLLC and Lydig Construction for the Mount Vernon Library Commons Project. 6. Agenda Requests  Councilmember Hudson suggested bringing back Civic Saturdays. 7. Miscellaneous  Kastle Systems Agreement Review: Modifications to the agreement presented on February 12, 2025 for parking garage security include one-year or three-year term options, either party may terminate with 30-days’ notice, all equipment requirements are removed. The General Facilities budget will absorb the non-budgeted annual cost. The meeting adjourned at 8:32 p.m. Submitted by: Becky Jensen, City Clerk
