Finance & Parks and Enrichment Services Committee Minutes February 26, 2025 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 pm Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carias, Hudson, Molenaar (6:40) via Zoom Tercero, and Vander Stoep Staff Present: City Attorney Rogerson, Finance Director Volesky, Parks and Enrichment Services Director Berner, Special Projects Manager Sexton, Assistant Fire Chief Harris, and City Clerk Jensen Citizens 4 1. Approval of January 15, 2025 Parks and Enrichment Services and January 22, 2025 Finance Committee Minutes Councilmember Vander Stoep moved to approve the January 15, 2025 and January 22, 2025, committee minutes. Motion seconded by Councilmember Carias. Motion carried 6-0. 2. Finance a. OpenGov Reporting: Mr. Volesky presented an overview of real time financial reporting using OpenGov. b. 2024 Sales Tax Report: 2024 Sales Tax Revenue was reviewed. 3. Parks and Enrichment Services a. Martin Marietta Rock Quarry Follow Up: Phillip Courtney with Martin Marietta, presented the company’s proposal outlining the reclamation plan, lease extension, royalty rates, and the benefits to the City. Next steps will include Council touring the site, presenting a draft agreement, and suggested future uses of the site. b. Summer Programming: This item was not discussed. 4. Legal a. MVMV Chapter 2.12 Council Meeting Requirements and Procedures: Finance & Parks and Enrichment Services February 26, 2025 Page 2 of 2 Mr. Rogerson reviewed proposed changes to Chapter 2.12 of the Mount Vernon Municipal Code. Discussion topics included enforceable language, allowed time for public comment, written comments, voting options, agenda approval, and appointment of committee chairs. M 5.
