Public Safety Committee Minutes March 5, 2025 Police Court Campus, 1805 Continental Place Councilmember Tercero called the meeting to order at 6:00 pm Present Councilmembers: Beaton, Brocksmith, Carías, Hudson, Molenaar, and Vander Stoep Staff: Police Chief Christman, City Attorney Rogerson, Special Projects Manager Sexton, Assistant Fire Chief Harris, Animal Services Officer Willett, City Clerk Jensen Citizens: 17 1. Approval of February 5, 2025 Minutes Councilmember Hudson moved to approve the February 5, 2025 minutes. Motion seconded by Councilmember Carias. Motion carried 7-0. 2. Police a. Animal Chipping: Ms. Willet discussed current animal licensing requirements and challenges, including spaying and vaccine requirements, as wells as license processing and tracking. She will bring forth a request to repeal the current licensing regulations and enact regulations requiring chipping and rabies vaccines. 3. Fire a. 2024 Review: Mr. Harris provided 2024 incident statistics, including number of incidents, response times, and call types. b. Firefighter/Paramedic Hiring Bonus: Staff is proposes removing the 90-college credit requirement for applicants and offering a hiring bonus of $10,000 for two current vacant positions. The proposed changes are due to the lack of applicants. c. Recent promotions: James Sanders, promoted to Assistant Chief, Denise Goodfellow promoted to Battalion Chief, and Kevin Yeadon promoted to Captain Public Safety Committee March 5, 2025 Page 2 of 2 d. Mr. Harris addressed hospital status reporting requirements. 3. Committee Agenda Requests  Update of steps in place to increase the department’s fire safety ratings  Report on Fire Department training related to the Keep Washington Working Act  Results of site survey for Fire Station 1 and next steps 4. Miscellaneous:  Council discussed a resolution provided by Rosalinda Guillen, supporting immigrant communities and the Keep Washington Working Act. The majority of Council agreed to direct staff to assemble an ad-hoc committee consisting of members representing city staff, courts, community members, and community organizations. The committee will review the City’s current efforts and provide suggestions for improvements, education, and communication. The meeting adjourned at 7:01pm. Submitted by: Becky Jensen, City Clerk
