Councilmember Molenaar called the meeting to order at 6:00 p.m.

1. Approval of February 19, 2025, committee minutes
Councilmember Brocksmith moved to approve
the February 19, 2025, committee meeting
minutes. Motion seconded by Councilmember
Tercero. Motion approved 5-0.
Library
2. Library Updates:
a. Construction Update: The parking garage is now open, the building will
be at substantial completion within a few weeks, and the kitchen is
scheduled to be open in May.
b. Conference Room Update: There are eleven bookings scheduled for
March. The room is now being advertised for use.
c. Programming/Events: Recent and upcoming events include
Crafternoon, terrarium building, Chess Club, and An Evening With
Daniel James Brown.
d. Other: The Hoopla contract for digital media will not be renewed due
to the cost.

3. Surface Water Utility
a. 2025 Stormwater Management Program Presentation: The City’s
consultant, Brown and Caldwell, presented the draft 2025 Stormwater
Management Program (SWMP). The City remains in compliance with
the municipal stormwater permit. Public comments must be submitted
to the Public Works Department by March 21, 2025.
b. Seneca Road Culvert Cleaning Update: The Debris Removal Project is
moving forward with permitting; culvert and channel cleaning will be
completed this summer.
c. Skagit Highland Slope Monitoring Update: Mr. Chesterfield provided an
overview of the Skagit Highlands slope monitoring. The geotechnical
report indicates that the slope movement does not present an
imminent threat to the pond or stability of the slope. The
recommendation is to continue monitoring while evaluating the
feasibility of a drainage system to lower groundwater levels in the area
of the slope movement.
4. 2026-2031 Transportation Improvement Program (TIP) Update: Mr. Reinart
briefly discussed forthcoming transportation projects for the 2026-2031 TIP,
scheduled milestones and next steps.
5. Director Updates
City of Anacortes Contract: Staff will present a request for approval of
an interlocal agreement with the City of Anacortes to provide mutual
assistance and perform work and services as needed at the regular
council meeting.
GIS Position Reclassification: Staff will present a request to reclassify
the GIS Specialist position to GIS and Asset Management Specialist.

6. Tenant Protection Ordinance: Mr. Rogerson outlined the steps for approving
the Tenant Protection Ordinance, including enforcement options and
repealing a current ordinance.
