Development Services Committee Minutes March 19, 2025 Police Court Campus, 1805 Continental Place Councilmember Beaton called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carias, Hudson, Molenaar, Tercero and Vander Stoep Staff: Special Projects Manager Sexton, City Attorney Kevin Rogerson, Capital Projects Manager Frank Reinart, Development Services Director Pratschner, Permit Technician Danielle Freiberger Citizens: 2 1. Approval of February 12, 2025 committee minutes Councilmember Hudson moved to approve the February 12, 2025 committee minutes as amended. Motion seconded by Councilmember Molenaar. Motion carried 7-0. 2. Monthly Metrics Report – Stacie Pratschner Ms. Pratschner presented the monthly metrics report for Development Services. 3. Eaglemont PUD and Blackburn/Waugh Road TIP Projects Presentation – Stacie Pratschner, Frank Reinhart, Kevin Rogerson Ms. Pratschner gave an overview of the history of the Eaglemont Planned Unit Development (PUD) to date. Eaglemont covers 670 acres, is zoned Residential Agricultural with a PUD overlay and was originally planned to include a 27-hole golf course, clubhouse, residential uses, a neighborhood commercial center with associated public infrastructure. There have been multiple amendments to the master plan. Mr. Rogerson gave an overview of the development agreement which created a clear process for monitoring and implementing the master plan amendments and established individual phases (I-V). The agreement has no Development Services Committee March 19, 2025 Page 2 of 3 termination date. Council can review potential options as part of the Comprehensive Plan update legislative process. Mr. Reinart gave an overview of the Blackburn Rd Extension TIP project proposed schedule, which will include Planning/Predesign, Design, Construction and Post- Construction. This has been on the Transportation Improvement Plan (TIP) since 1994. The project will be very expensive, so the City is looking at the possibility for a federal grant. Staff is proposing to amend the TIP to queue a portion of the project up during year 6 of the present TIP. Ms. Pratschner said the Hidden Lakes Property is an aggregate of 11 parcels (~176 acres) owned by the Nielsen Brothers. Zoned R-1, 4.0, it is a mosaic of wetlands, streams and slopes. A 2015 Forest Practices permit granted by the Department of Natural Resources resulted in the property being commercially logged. A development moratorium was put on the property, and it expires on April 8, 2025. Council sees this as an opportunity for trail connectivity but is not looking to take action at this time. 4. Downtown Environmental Impact Statement/Planned Action Draft Contract – Stacie Pratschner, OTAK Council reviewed an updated draft of a proposed contract with OTAK to complete an EIS and Planned Action ordinance for the Downtown Waterfront Master Planned Area. 5. Agenda Requests a. Dike District Presentations (April) DS Staff will reach out to Daryl Hamburg with Dike District 17 to request that he present to Council in April on the current status of the floodworks and what this means for the city and to find out what projects have been ongoing for the past ten years. Council requested to also invite Dike District Districts 3 and 12 to present and will follow up with staff on what they’d like to hear about. Council requested to look into removing some items from the buildable lands analysis so GIS has less data to deal with and parts of the goal and policy work of the Comp Plan update can get started. 6. CDBG Applications Review – Steve Sexton Mr. Sexton said that seven applications were received and there will be a public hearing next week. $360,000 was the final amount, but the award schedule is subject to change due to politics. 7. Miscellaneous The City will be hiring a nurse practitioner to provide services to the indigent Development Services Committee March 19, 2025 Page 3 of 3 community. This is not covered by WCIA insurance, so a 50k independent policy was chosen. This will be funded by affordable housing sales tax revenue. Lions Park is not in a dike district. Dike District 17 has offered to help with levee repairs and they are asking for a temporary construction and access easement to facilitate this. Meeting adjourned at 8:10 pm.
