Public Works and Library Committee Minutes April 9, 2025 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Beaton, Carias, Hudson, Molenaar (6:06 p.m.), Tercero, and Vander Stoep (6:02) Staff: Capital Programs Manager Reinart, Library Director Huffman, Engineering Manager Chesterfield, Special Projects Manager Sexton, Fire Chief Harris, City Clerk Jensen, IT Director Thomas, Human Resources Director Keator Citizens: 2 1. Approval of March 12, 2025, committee minutes Councilmember Tercero moved to approve the March 12, 2025, minutes. Motion seconded by Councilmember Carias. Motion approved 4-0. 2. Administration a. 2025-2026 Community and Economic Development Block Grant (CDBG) Schedule and Funding: Mr. Sexton reviewed the funding requests by category and presented suggestions for funding distribution. Council and staff discussed the various applications/projects including Home Trust Skagit, Parks Department, and services allocation. Public comment is open for thirty days and the next public hearing will take place on May 14th. Library 3. Library Updates a. Construction: The building is at substantial completion. Public Works and Library Committee April 9, 2025 Page 2 of 2 b. Homeless and Loitering concerns are being addressed. The Library is open to all but restricted activities include sleeping, blocking, and smoking. Enforcement efforts were discussed. c. The foundation purchased a 3D printer and book lockers. d. Electric vehicle chargers and bike lockers are in use. e. Institute of Museum and Library Services: Federal library support funding has been discontinued affecting direct funding and resulting in higher costs for digital resources as well as talking books, braille library and prison programs. f. Outreach efforts continue at schools and juvenile detention. g. Upcoming event: Women of Carbon hosted by HKP on April 25th; the Library Foundation will receive proceeds from the event. Public Works 4. Surface Water Utility a. Carpenter Creek/Hickox Road Fish Passage Improvement Project Update: Sixty percent design is complete, with final design expected before the end of the year. The permitting and environmental review process will take about six months to complete. b. 2024 Stormwater Annual Report & 2025 Management Program: The 2024 report was successfully submitted to the Washington State Department of Ecology. 5. 2026-2031 Transportation Improvement Program (TIP) Update: a. Simplified Local Prioritization: Mr. Reinart explained the purpose and process of project scoring. b. Project Scoring Matrix: Scoring criteria includes safety, mobility, preservation, economic vitality, urban environment, and fiscal stewardship. c. Projects Discussion - postponed 6.
