Development Services Committee Minutes April 16, 2025 Police Court Campus, 1805 Continental Place Councilmember Beaton called the meeting to order at 5:30 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carias, Hudson (via Zoom), Molenaar, Tercero and Vander Stoep Staff: Special Projects Manager Sexton, City Attorney Rogerson, Development Services Director Pratschner, Fire Chief Harris, City Clerk, Jensen Citizens: 13 1. Approval of March 19, 2025 committee minutes Councilmember Molenaar moved to approve the March 19, 2025, committee minutes. Motion seconded by Councilmember Vander Stoep. Motion carried 7-0. 2. Monthly Metrics Report: Ms. Pratschner presented the Development Services Department monthly metrics report and provided information about a temporary homeless encampment application received from Welcome Home Skagit. 3. Dike District 1 Presentation: This item was removed. 4. Follow Up Information a. Eaglemont Trip Generation: Ms. Pratschner reviewed available trip calculation information for Eaglemont. The number of trips were calculated based the Eaglemont Master Plan which includes a 27-hole golf course, a hotel, and other commercial uses. b. Council comments – Lot coverage, Setback, Height Limits: Staff and Council briefly discussed lot coverage, setbacks, and height limits with regard to housing and current zoning. Development Services Committee April 16, 2025 Page 2 of 2 5. Citizen Advisory Committee Applicant Review: Steps that have taken place so far to create the Citizen Advisory Committees for Land Use and Climate Planning were reviewed. There have been challenges with obtaining long- term commitment to the committee. An option is to contact agencies individually to discuss and solicit feedback without committing to a monthly meeting. 6. Comprehensive Plan Updates, Planning Commission Workshop: Ms. Pratschner reviewed the Planning Commission work plan for the remainder of the year. a. C2 Goals and Policy Updates and Growth/Infill Analysis Steps: 1. Identify community hubs, neighborhood. centers, bodegas, and other points of activity where more intensive housing and services would be ideally located. 2. C-2 Zoning – Select highest priority locations for change to multi-family/mixed use. Buildings could be 7 or 8 stories. (This would impact fire rating and incident response for emergency services.) 3. Analyze whether there are areas of C-2 zoning that should not be converted. 7. Agenda Requests - none 8. Miscellaneous  Mr. Rogerson briefly discussed a covenant that will be placed on the April 23, 2025, Consent Agenda.  Skagit County has invited Council to meet with the Commissioners to discuss the Senior Center, on May 28th from 5-6 p.m. Councilmember Brocksmith suggested inviting local senior housing organizations to partner with the project.  Councilmember Brocksmith introduced the first draft of the statement of facts regarding the city’s efforts in response to the Keep Washington Working Act.
