Finance & Parks and Enrichment Services Committee Minutes April 23, 2025 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 6:00 pm Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carías, Hudson, Molenaar, Tercero, and Vander Stoep Staff Present: Finance Director Volesky, Parks and Enrichment Services Director Berner, Special Projects Manager Sexton, Parks Operations Manager Corcoran, Recreation Coordinator Ahlegian-Pressly, Library Director Huffman, IT Director Thomas, and City Clerk Jensen Citizens 1 1. Approval of March 26, 2025, Finance & Parks and Enrichment Services Committee Minutes. Councilmember Tercero moved to approve the March 26, 2025, Finance & Parks and Enrichment Services Committee minutes. Motion seconded by Councilmember Beaton Motion carried 7-0. 2. Parks and Enrichment Services a. Department Highlights  The department received a $60,000 Youth Mentoring Grant from the National Recreation and Parks Association.  There will be an Earth Day Celebration on April 26th at Edgewater Park. b. Park Projects Update  Staff have been preparing fields for baseball and softball programs.  Sherman Anderson Park has new paint on buildings and dugouts, new fencing and netting, and a newly wrapped scoreboard.  Playground updates include new equipment at Edgewater, Hillcrest, Bakerview, Division Street, 6th Street, and 25th Street Parks. Wood fiber has been installed in all playgrounds. Finance & Parks and Enrichment Services April 23, 2025 Page 2 of 2  New stairs were installed on the Drop-Down Trail at Little Mountain Park.  A new gravel parking lot is scheduled to be installed at Bonnie Rae this spring and preparation for community garden spaces will be take place this summer/spring. c. Recreation Nature Summer Programming  Seven weeks of Nature Camps at Hillcrest and Little Mountain Parks  Four free Explore Outdoors programs at Bonnie Rae, Bakerview, and Little Mountain Parks  Many programs for family, adults, youth, and school groups at Bonnie Rae Park 3. Finance a. City Debt: Mr. Volesky provided an update of different types of municipal debt. The city currently has $39.4M in General Obligation debt and $7.9M debt for the Wastewater Treatment Plant Upgrade. b. 2026 Budget Discussion: The City is developing a proactive plan for balancing the 2026 budget. The Mayor has implemented a hiring freeze and delays on filling some vacant positions. Staff are also evaluating cost of living adjustments for non-represented employees, adjusting work schedules, re-evaluating staffing levels, and looking for new revenue opportunities. 4. Agenda Requests  none 5. Miscellaneous  Council briefly discussed the draft Statement of Facts that was previously provided; discussions will continue at a future meeting.
