Development Services Committee Minutes May 21, 2025 Police Court Campus, 1805 Continental Place Councilmember Beaton called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carias, Hudson, Molenaar, Tercero and Vander Stoep Staff: Special Projects Manager Sexton, Development Services Director Pratschner, Fire Chief Harris, City Clerk Jensen Citizens: 3 1. Approval of April 16, 2025 committee minutes Councilmember Tercero moved to approve the April 16, 2025, committee minutes. Motion seconded by Councilmember Carias Motion carried 7-0. 2. Monthly Metrics Report: Ms. Pratschner presented the Development Services Department monthly metrics report. 3. Accessory Dwelling Unit (ADU) Pre-Approved Building Plans: This is a new approach being adopted by Washington municipalities to speed up the building permit review. It would enable the applicant to select from a list of pre- approved plans for an ADU. The city would still be required to do land use reviews. The Municipal Code will need to be updated to adopt the process. Parking, setbacks, and lot requirements were discussed. 4. Comprehensive Plan Update a. Review of Citizen Advisory Committee/Planning Commission Meeting: Ms. Pratschner summarized discussions that occurred about framework, population, housing, and job growth targets. The Public Development Services Committee May 21, 2025 Page 2 of 2 Participation Plan was reviewed. There will be a QR code available for residents to participate in a survey.  Vision Statement – This was briefly discussed, additional information to come.  Comprehensive Plan Update: Discussed strategies for policies, goals and objectives versus polices, goals, and implementation, and Municipal Code update options. Ms. Pratschner presented next steps and scheduled meetings. The timeline for required Comprehensive Plan code adoption was discussed. 5. Agenda Requests  Rezoning steps and parking requirements for retail property 6. Miscellaneous  Mayor Donovan provided information about an amendment to the recently approved public defense contract; the amendment will be on the May 28th consent agenda.  Mayor Donovan provided information about an amendment to the recently approved agreement with Skagit County for IOS funding; the amendment will be on the May 28th consent agenda.  Reminder: Council and Skagit County Commissions will meet at 5 pm, May 28th at the Police Court Campus to discuss the Mount Vernon Senior Center.  Councilmember Beaton requested the WSDOT update take place at a regular council meeting rather than at a committee meeting.
