Finance & Parks and Enrichment Services Committee Minutes May 28, 2025 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 6:02 pm Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carías, Hudson, Molenaar, Tercero, and Vander Stoep Staff Present: Finance Director Volesky, Special Projects Manager Sexton, City Clerk Jensen, Human Resources Director Keator, Library Director Huffman, Development Services Director Pratschner, Fire Chief Harris, IT Director Thomas Citizens 4 1. Approval of April 23, 2025, Finance & Parks and Enrichment Services Committee Minutes. Councilmember Hudson moved to approve the April 23, 2025, Finance & Parks and Enrichment Services Committee minutes. Motion seconded by Councilmember Brocksmith. Motion carried 7-0. 2. Finance a. UKG Contract: Mr. Volesky explained the reason the city needs to upgrade the payroll and human resources payroll software by moving from implementing UKG Ready to UKG PRO. The cost of the platform was discussed as well as the negotiating by Legal to make sure there is adequate cyber security insurance to protect the City in case of a breach of sensitive employee information. b. Job Reclassifications: Two employee position reclassifications were discussed. One was reclassifying a current Records Specialist position to an Evidence Technician in the Police Department and an Accounting Specialist position to a Senior Accounting Specialist classification in Finance. These reclassifications were made to better align job duties and responsibilities to each position. c. Parks and Public Safety Levy Lid Lift: Mr. Volesky informed Council about a possible Parks and Public Safety Levy Lid Lift. He explained what a levy lid lift was and the different kinds available. He noted the Finance & Parks and Enrichment Services May 28, 2025 Page 2 of 2 need for this possible new revenue source for the city that could provide additional funding for Parks and Recreation as well as funding that could be used for additional needed police officers and firefighter positions. Levy lid lifts must be approved by voters. In order to submit a ballot measure on the November election, City Council must submit a resolution to the County Auditor by August 5, 2025. Council agreed for staff to continue working on a 6-year plan for their approval. d. Business and Occupation Tax: A discussion on city business and occupation (B&O) tax was also addressed as a possible funding source to help secure the financial stability of the city. For retail businesses where the B&O tax is based on gross receipts/income, the maximum tax rate may not exceed 0.2% of gross receipts or gross income unless approved by a simple majority of voters. Council agreed to have staff continue research and provide more information before a decision is made. e. HB2015: Washington State House Bill 2015 (2025-26) is a public safety funding enhancement bill that was passed in April 2025. It provides resources to local governments and criminal justice agencies. Mr. Volesky informed Council on the two main parts of the bill including the local law enforcement grant program and the local sales and use tax in the amount of 0.1 percent. Possible uses for funding from this bill could be for hiring additional police officers and support for the city’s public defense contract. City staff are currently reviewing the requirements of this bill. f. 2025 Sales Tax Update: Sales tax for the month of May came in at $863,355 which is about $10,000 higher than May of 2024.
