Public Works and Library Committee Minutes June 11, 2025 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Brocksmith, Carías, Hudson, Molenaar, Vander Stoep Staff: Public Works Director Phillips, Capital Programs Manager Reinart, Library Director Huffman, Special Projects Manager Sexton, City Clerk Jensen, Engineering Manager Chesterfield, City Attorney Rogerson Citizens: 1 1. Approval of May 14, 2025, committee minutes Councilmember Brocksmith moved to approve the May 14, 2025, minutes. Motion seconded by Councilmember Carías. Motion approved 5- 0. Library 2. Library Updates a. Review of Next Steps for the Library Commons: Priorities include conference services, security, art installation, and children’s space These priorities will increase revenue and connections to the community. b. Review of Kitchen Rates: Mr. Huffman reviewed the proposed rental rates that will be presented for approval in July. c. Summer Reading and Programming Updates: Smokey Bear event was well attended, summer reading program began June 1st. Kids concert, tie dye and other programs will be offered this summer. d. Marketing efforts are under way and materials lockers are working. Public Works 3. Public Works Director Update Public Works and Library Committee May 14, 2025 Page 2 of 3 a. Mount Vernon Library Commons Project Update: Mr. Phillips discussed the Temporary Certificate of Occupancy, Substantially Complete Letter, Punch List, and Warranty items and their impact on project cost and contract amendments. 4. Surface Water Utility a. Little Mountain Cell Tower Update: Island County 911 would like to extend the eastern Little Mountain tower to improve emergency services by adding some equipment. The proposed extension will also include adding associated equipment from the Mount Vernon Police Department, Public Works Department, and Skagit County 911. b. 2025 Detention Pond Maintenance: Mr. Chesterfield provided an update of the 2025 Drainage Facility Maintenance Program. c. Park Street Pump Station: The 90-year-old Park Street Pump Station needs to be redesigned and replaced. HDR, Inc. has been selected for the Park Street Pump Station final design and engineering services contract. The cost of these services will be $566,355, and the final design will be completed during the summer of 2026 d. Seneca Drive Culvert Debris Removal: The Seneca Drive Culvert and Thunderbird Creek debris removal project is in the permitting process. Once the permitting is completed the plan is to clean the channel and culvert later this summer. e. SFEG Riparian Restoration Project Update: The City is collaborating with Skagit Fisheries Enhancement Group on a riparian restoration project located on City owned property between the Wastewater Treatment Plant and the Skagit River. Mowing and mulch placement will begin June 12th. 5. Transportation Project Updates a. Laventure Road Widening: The final design has been approved, bid opening will take place June 25th, and staff will request approval of an agreement/bid award July 9th. b. Riverside Improvements 1 & 2: Mr. Reinart discussed agreement negotiations and challenges. Agreements must have WSDOT approval prior to Council approval. c. 30th Street Improvements Design: The federal review off the Endangered Species Act is currently underway. The schedule will be updated after the initial review is complete. d. Pavement Preservation Plan: Statement of Qualifications are in the review process. An agreement with the selected consultant will be presented to Council July 9th. e. ADA Transition Plan Update: Next steps include website update and updated staff procedures for receiving and processing ADA related complaints. Staff have begun asset inventory of pedestrian ramps, and pedestrian push button locations. f. Mr. Reinart requested the removal of New Business Item C from tonight’s regular council meeting agenda. Public Works and Library Committee May 14, 2025 Page 3 of 3 6.
