Development Services Committee Minutes July 16, 2025 Police Court Campus, 1805 Continental Place Councilmember Beaton called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith (6:12), Carias, Hudson, Molenaar, Tercero and Vander Stoep Staff: Special Projects Manager Sexton, Development Services Director Pratschner, Fire Chief Harris, City Attorney Rogerson, Fire Marshall Kerth, City Clerk Jensen Citizens: 9 1. Approval of June 18, 2025 committee minutes Councilmember Molenaar moved to approve the June 18, 2025, committee minutes. Motion seconded by Councilmember Tercero Motion carried 6-0. 2. Project Updates/Monthly Metrics Report: Ms. Pratschner presented the Development Services Department monthly metrics report and provided an update of projects: Mountain Gate, Highpoint Estates, and JJ Place Apartments. A temporary occupancy PERMIT will be issued to YMCA prior to tomorrow’s grand opening. 3. Battery Energy Storage Systems (BESS) Discussion: The mandatory 60-day public hearing following the May 28th temporary moratorium of the issuance of the BESS permits will take place at the July 23rd Council meeting. Staff will also provide, for Council consideration, an ordinance to renew the moratorium. Mr. Rogerson stated that currently there is no zoning classification in the City’s municipal code, so permits would be subject to administrative determination and Council loses their ability to make a decision on whether or not to allow BESS. Development Services Committee July 16, 2025 Page 2 of 2 Mr. Kerth addressed BESS from a Fire Department perspective stating that it is a broad term with thresholds to consider. He explained various types of BESS. Water, air, smoke hazards, and locations were discussed. Staff will invite various subject experts to provide more information to Council. 4. Comprehensive Plan Update a. Review of June Citizen Advisory Committee/Planning Commission Meeting: Ms. Pratschner summarized discussions that occurred about housing goals and policies, multi-family in the C-2 zone, development incentives, and mixed-use typologies. Next steps for July and August include engagement, joint planning commission and committee meeting and SEPA data collection/analysis. 5. Proposed Municipal Code Amendments Discussion: Ms. Pratschner introduced recommended code amendments: density and single-family dwelling definitions, conditional use permits in R-3 and R-4, and allowances in the R-2 zone. Council discussed impacts of the proposed early adoption of the amendments as well as gross versus net density 6. Agenda Requests  none 7. Miscellaneous  Mayor Donvan explained that staff will bring forward a resolution to amend the levy lid lift proposition title approved July 9th. For clarity the title will be changed from ‘Levy Lid Lift for Community Services and Improvements’ to ‘Levy for Basic Public Safety, Essential Services and Improvements’.
