Finance & Parks and Enrichment Services Committee Minutes July 23, 2025 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 6:00 pm Present Mayor Donovan Councilmembers: Beaton, Carias, Hudson, Molenaar, Tercero, and Vander Stoep (6:26) Staff Present: Finance Director Volesky, Parks and Enrichment Services Director Berner, Special Projects Manager Sexton, IT Director Thomas Citizens 6 1. Approval of June 25, 2025, Finance & Parks and Enrichment Services Committee Minutes. Councilmember Hudson moved to approve the June 25, 2025, Finance & Parks and Enrichment Services Committee minutes. Motion seconded by Councilmember Tercero. Motion carried 5-0. 2. Finance a. Parks and Public Safety Levy Lid Lift Update: To provide greater clarity for residents, the title of the Levy Lid Lift has been updated from Community Services and Improvements to Basic Public Safety, Essential Services, and Improvements. A new resolution with the update will be presented for approval at tonight’s Council meeting. Pro and Con Committees: A second resolution will be presented tonight appointing members of the Levy Pro and Con Committees. The City received three applications for the Pro Committee and no applications for the Con Committee Public Information: Staff are putting together information to educate the public on the Levy Lid Lift including FAQ’s, fact sheet, finance information and will deliver through social media, the city website, flyers, mailers, etc. Finance & Parks and Enrichment Services July 23, 2025 Page 2 of 2 3. Parks and Enrichment Services Parks and Recreation Updates a. Summer Recreation Programs: Participation numbers for Little Kickers, Silver Arrow Bowmen, Skyhawks Camps, and Outdoor Nature Camps were shared. b. NRPA Youth Mentoring Grant: The City received a two-year, $60,000 grant for the program from the Office of Juvenile Justice and Delinquency Prevention. The City will partner with the Boys and Girls Club to provide a 16-week program for middle and high school teen to help deal with the many challenges of growing up. c. Recreation Building Remodel: The remodel includes providing two rooms for classes and programs beginning in the fall. 4. Agenda Requests  none 5. Miscellaneous  Mr. Rogerson discussed HKP Architect’s request for assistance with a tax exemption related to the Library Commons Project.
